U.S. Department of Defense Announces Latest Contract Awards

NAVY

Northrop Grumman Shipbuilding, Newport News, Va. is being awarded a $323,611,867 modification to previously awarded contract (N00024-09-C-2116) for the continuation of construction preparation efforts for the second aircraft carrier (CVN 79) of the Gerald R. Ford-class.

Work will provide all services and material in preparation for construction of CVN 79 including necessary research studies; engineering; design; related development efforts; advanced planning; advanced procurement for detailed design and procurement of long-lead material; advance construction; life cycle support; logistics data, and other data to support the anticipated fiscal 2013 ship detail design and construction.

Work will be performed in Newport News, Va., and is expected to be completed by October 2012. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $76,041,000 fixed-price-incentive-firm modification to a previously awarded advance acquisition contract activity (N00019-10-C-0002). This modification provides additional funding for long-lead efforts and materials associated with the production and delivery of 42 low rate initial production Lot V F-35 Joint Strike Fighter aircraft for the Air Force (22 Conventional Take-Off and Landing aircraft); the Marine Corps (13 Short Take-Off and Vertical Landing aircraft); and the Navy (7 Carrier Variant aircraft). Work will be performed in Fort Worth, Texas (35 percent); El Segundo, Calif. (25 percent); Warton, United Kingdom (20 percent); Orlando, Fla. (10 percent); Nashua, N.H. (5 percent); and Baltimore, Md. (5 percent), and is expected to be completed in May 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Raytheon Co., McKinney, Texas, is being awarded $48,900,000 for ceiling priced delivery order #0002 under previously awarded contract (N00383-10-G-006D) for the repair of the Advanced Targeting Forward-Looking Infrared (ATFLIR) system used in support of the F/A 18 aircraft. Work will be performed in McKinney, Texas (70 percent); Jacksonville, Fla. (20 percent); and El Segundo, Calif. (10 percent), and is expected to be completed by December 2011. Contract funds will not expire before the end of the current fiscal year. This contract was not competitively awarded. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity.

WM Robots, LLC, Colmar, Pa., is being awarded a $48,640,976 ceiling total firm-fixed-price, indefinite-delivery/indefinite-quantity contract for handheld low- and non-metallic buried improvised explosive device detectors in support of Operation Enduring Freedom and associated surge requirement. The contract will have a three-year ordering period for up to 1300 handheld low-metallic signature mine detectors with parts blocks, training, and operator/maintenance manual development. Work will be performed in various locations within the United States, and is expected to be completed in December 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through full and open competition with four offers received. The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-11-D-5000).

Lockheed Martin, Maritime Systems and Sensors, Moorestown, N.J., is being awarded an $18,969,315 cost-plus-fixed-fee, cost-plus-incentive-fee, and cost-plus-award-fee modification to previously awarded contract (N00024-09-C-5103) to exercise an option for fiscal 2011 Aegis platform systems engineering agent activities and Aegis modernization advanced capability builds engineering. The platform systems engineering agent manages the in-service combat systems configurations, as well as the integration of new or upgraded capability for the Ticonderoga and Arleigh Burke-class of ships. Work will be performed in Moorestown, N.J., and is expected to be completed in September 2012. Contract funds in the amount of $200,000 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Force Protection Industries, Inc., Ladson, S.C., is being awarded an $8,836,632 firm-fixed-price modification under previously awarded contract (M67854-07-D-5031) for 25 field service representatives for the installation of the rocket-propelled grenade nets in support of the Mine Resistant Ambush Protected vehicle fleet. Work will be performed in Afghanistan, and is expected to be completed by Nov 30, 2011. This action is using fiscal 2011 Operations and Maintenance Marine Corps funds, which will expire at the end of the current fiscal year. Marine Corps Systems Command, Quantico, Va., is the contracting activity.

General Dynamics Electric Boat Corp., Groton, Conn., is being awarded a $7,360,657 modification to previously awarded contract (N00024-11-C-2109) for engineering and technical design services to support research and development of advanced submarine technologies for current and future submarine platforms. Work will be performed in Groton, Conn., and is expected to be completed by October 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

AIR FORCE

Textron Systems Corp., Wilmington, Mass., was awarded a $257,737,338 contract which will provide for 512 sensor-fuzed weapons CBU-105 production units and 44 training units. This contract supports foreign military sales to India. At this time, $126,291,295 has been obligated. AAC/EBJK, Eglin Air Force Base, Fla., is the contracting activity (FA8682-11-C-0044).

Raytheon Technical Services Co., LLC, Indianapolis, Ind., was awarded a $31,144,975 contract which will provide for one common crypto solution for Air Force, Army and Navy devices, support radio in high frequency, ultra high frequency, very high frequency, super high frequency, extremely high frequency and use National Security Agency type certified reprogrammable cryptographic entire interim contractor support, studies and analyses, and data rights. At this time, $4,800,000 has been obligated. ESC/HNCK, San Antonio, Texas, is the contracting activity (FA8307-11-C-1000).

Boeing Satellite Systems Inc., El Segundo, Calif., was awarded a $26,399,665 contract modification which will exercise the option for the wideband global satellite communication satellite six launch services. This option modification is fully funded by the Australian government. At this time, the entire amount has been obligated. SMC/MC, El Segundo, Calif., is the contracting activity (FA8808-06-C-0001; P00109).

JGB Enterprises, Inc., Liverpool, N.Y., was awarded a $15,608,028 contract which will provide for industrial operational and flight line extension, water production reverse osmosis water purification unit. At this time, the entire amount has been obligated. WR-ALC/GRVK, Robins Air Force Base, Ga., is the contracting activity (FA8533-10-D-0006).

Carl Zeiss, LLC, Peabody, Mass., was awarded a 7,609,685 contract which will provide the circuit analysis tool program to develop a circuit editing tool. At this time, the entire amount has been obligated. AFRL/PKDB, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-11-C-7100).

Boeing Satellite Systems, Inc., El Segundo, Calif., was awarded a $6,016,723 contract modification which will provide sideband global satellite communications Block II contract to purchase a spare battery for satellites five and six, or as test battery for the Block II follow on contract depending on satellites meeting launch schedules along with anomalies that would require replacement of existing batteries with this newly acquired one. At this time, the entire amount has been obligated. SMC/PKJ, Los Angeles Air Force Base, Calif., is the contracting activity (FA8808-06-C-0001; P00094).

DEFENSE LOGISTICS AGENCY

U.S. Food Service, Inc. (Salem Division), Salem, Mo., is being awarded a maximum $26,203,388 firm-fixed-price, indefinite-quantity contract for food service distribution in Kansas, Mo., and the surrounding area. The other location of performance is Topeka, Kan. Using services are the Army, Air Force and federal civilian agencies. There were originally 178 proposals solicited with two responses. The date of performance completion is Aug. 13, 2011. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM300-11-D-3431).

Ashland, Inc., Dublin, Ohio, is being awarded a maximum $7,884,114 fixed-price with economic price adjustment contract for fuel system icing inhibitor. The other location of performance is Hahnville, La. Using service is the Defense Logistics Agency Energy. There were originally 20 proposals solicited with four responses. The date of performance completion is Jan. 30, 2012. The Defense Logistics Agency Energy is the contracting activity (SP0600-11-D-0750).
