I’m writing to be sure you heard the good news for veterans. Last month, the Senate voted to include a change to the VA budgeting process that allows for advanced appropriations. Assuming the provision survives the rest of the legislative process (chances are pretty good because it is supported by the administration) this will be a major step forward for warrior care. What advanced appropriations means for veterans is that the VA will be able to plan five years into the future.
Currently the VA’s budget is determined on a year by year basis, which makes it difficult to plan and launch multi-year and experimental programs for veterans. Advanced appropriations will facilitate experimental new approaches to meeting the needs of the new generation of veterans, as well as fill gaps in existing services for all veterans.
IN THEIR BOOTS documented the experimental work that currently has to happen outside of the VA system in our first film this year, "Broken Promise." If advanced appropriations for the VA becomes law, programs like the Pathway Home will be much easier to incorporate into the VA, increasing the quality of care for our veterans.
You can watch "Broken Promise" on the IN THEIR BOOTS website at www.intheirboots.com.
