Is Surviving Spouse of Deceased Veteran Eligible for VA Home Loan?

So today, I received this question from a widow of a veteran.

“Frank, am I able to get a VA Home Loan if I am the former spouse of a retired 30 year army colonel who passed away in 2004?”

Well, the unmarried surviving spouse of a veteran who died on active duty or as the result of a service-connected disability is eligible for the home loan benefit. In addition, a surviving spouse who obtained a VA home loan with the veteran prior to his or her death (regardless of the cause of death), may obtain a VA guaranteed interest rate reduction refinance loan. 

So the question is; “Does this lady want to refinance her home and does she currently have a VA Home Loan on that home?”.  If she does have a VA Home Loan and wants to refinance, then the answer is YES.  If not and she wants to refinance the home from a conventional mortgage to a VA Home or if she wants to buy a new home using the VA Mortgage benefit, then her husband would have had to pass away as a result of a service-connected disability or on active duty. 

It’s not clear from what the lady’s question what exactly is her eligibility status.  We simply need more information to determine her eligibility.
