Founded in 1984 by Rex Eagan and John McAllister, the current CEO, Eagan, McAllister Associates (EMA) has more than 1,500 employees delivering services under 100+ contract vehicles with over $165 million in annual revenue. EMA: A Humble Beginning
Eagan, McAllister Associates, Inc. (EMA) began its operations in 1984 with one contract; two employees, co-founders Rex Eagan and John McAllister; and one small office near NAS Patuxent River in Lexington Park, Maryland. Through the mid 1980s, EMA provided engineering, management, and logistics support for Defense programs including carrier air traffic control and landing systems (ATC&LS), tactical aircrew combat training systems (TACTS), shipboard datalinks, computer security, and command, control, communications, computers, and intelligence (C4I). Through its work associated with these and other Navy programs, EMA quickly earned a distinctive reputation for its top-quality solutions and exceptional customer support. Over time, as information technology (IT) and associated engineering issues and concerns began moving to the forefront in both government and commercial arenas, satisfied clients naturally looked to EMA for creative, high-tech solutions to their evolving IT challenges.

Twenty years later…
EMA immediately answered its customers’ demand for expanded high-tech support by focusing its efforts on the growth and development of its IT and engineering-related capabilities and service offerings. Through these efforts, EMA has emerged as a world-class IT leader, widely recognized for its innovative, customer-specific solutions and support. By the numbers, EMA’s success translates into over 1,541 talented employees at sites nationwide, annual revenues of $167 million, and a continued average annual growth rate of over 28%. In December 2003, EMA was acquired by AMSEC LLC, a full service supplier to the commercial and Navy maritime industry. AMSEC LLC was formed in June 1999 as a business partnership between Science Applications International Corporation (SAIC) and Newport News Shipbuilding (NNS). In July 2007, EMA became a wholly-owned subsidiary of SAIC and ended its partnership with AMSEC.

AVIATION
EMA provides a full spectrum of technical and administrative support services to support the premier Naval Aviation market at Naval Air Station (NAS) Patuxent River, Maryland, as well as numerous other U.S. Air Force, U.S. Army, and Federal Aviation Administration projects and programs. With a track record of outstanding customer support that goes back more than 22 years, our expert services are uniquely tailored to meet not only market demand but also individual customer needs.

Our engineers, computer scientists, logisticians, technicians, analysts, and network administrators provide all aspects of systems engineering, software development and engineering, test and evaluation, modeling and simulation, combat and communications systems integration, integrated logistics, acquisition, configuration management, and program and financial planning and management for a host of aircraft platforms and facilities. These include the V-22 Osprey, E-2C Hawkeye, F-14 Tomcat, F/A-18 Hornet, P-3C Orion, Air Combat Environment Test and Evaluation Facility (ACETEF), Automatic Carrier Landing Systems (ACLS) and Fleet Area Control and Surveillance Facility (FACSFAC), and Light Airborne Multipurpose System (LAMPS). EMA is also widely recognized for its specialized support of Tactical Training Ranges and associated Air Combat Training Systems programs including the Tactical Aircrew Combat Training System (TACTS), the Large Area Tracking Range (LATR), and the Joint Tactical Training System. Our experienced aviation systems personnel provide leading-edge technical and program support for these systems in the areas of hardware and software engineering, integration, and support; product development and improvement; communications systems design; and program management.

Of special note, EMA personnel are credited with the development of the ground-breaking Tracking Instrumentation Subsystem eMulator (TISM). Currently in use at numerous Navy and Air Force ranges, this state-of-the-art, Windows-based training range simulation package is capable of creating repeatable scenarios of up to 36 simulated aircraft, each with pre-defined flight paths and ordnance delivery points.

We also provide engineering and technical personnel dedicated to the support of U.S. Army initiatives out of Fort Huachuca, Arizona. These efforts include the upgrade of information technology infrastructure throughout the Southwest Asia theater of operations; implementation and deployment of enterprise business intelligence tools; engineering and technical support for worldwide upgrade and enhancement of the Defense Satellite Communications System (DSCS); and mission-critical engineering support for Homeland Defense, Operation Enduring Freedom, and associated follow-on initiatives.

EMA provides all aspects of support to the primary East Coast market for Naval Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems engineering in Charleston, South Carolina; Lexington Park, Maryland; and Stennis Space Center, M
ississippi.

Our clients include the Department of Defense (DoD), specifically the Space and Naval Warfare Systems Command (SPAWAR) San Diego, California; SPAWAR Systems Center Charleston (SSCC); Marine Corps Systems Command (MARCORSYSCOM); U.S. Coast Guard (USCG); Foreign Military Sales (FMS); the Naval Oceanographic Office (NAVOCEANO); Defense Joint Command and Control (DJC2); the Joint Communications Support Element (JCSE); the Department of Justice; other federal agencies; and private industry and international clients.

Our personnel provide a host of core capabilities in the C4I and information technology (IT) sectors. These capabilities include ship, shore, and mobile communications; tactical and mobile systems engineering, development, testing, integration, and installation; software development in accordance with Net Centric Enterprise Services (NCES) standards ; information systems engineering, DoD Architectural Framework (DoDAF) system engineering support, integration, and technical support; information systems security (INFOSEC); information assurance (IA); database and applications development; networking; geographic information systems (GIS); technology demonstration; modeling and simulation; rapid prototyping; data warehousing and management; logistics; and program/project management.

Working on-site at government and fleet U.S. and overseas locations and out of EMA’s own state-of-the-art facilities, our team of experts supports a wide array of major Navy, Marine Corps, FMS, and Joint Service systems and programs. They currently provide all aspects of C4I support — both technical and administrative — for the LPD-17 Amphibious Transport Dock class ship Radio Communication System (RCS), horizontal fusion, ship to objective maneuver (STOM) analysis, and Ship Signal Exploitation Space (SSES) suite; mission electronic oceanographic systems on T-AGS 51 Hydrographic Survey and T-AGS 60 Oceanographic Survey class ships; Navy and Marine Corps tactical and mobile systems; Joint Service programs such as the Global Command and Control System (GCCS) and Joint Command and Control (JC2); communication systems such as the Naval Modular Automated Communication System Single Messaging Solution (NAVMACS/SMS); and FMS.

In the IT arena, our personnel provide all aspects of IT and related support services for key systems and programs including Navy firewalls and network security systems, Battle Force Email (BFEM), GIS databases and internet server systems, the Defense Intelligence Agency (DIA), and DoD public key infrastructure (PKI).

In the sensor analysis area, EMA supports the development, testing, and fleet introduction of advanced acoustic, electro-optical, electronic warfare, and infrared sensors. EMA provides valuable exercise support for the use and training of these systems.

EMA is at the forefront in providing the full spectrum of training support for advanced C4ISR systems, from the development of classroom training curriculum to the development and implementation of Fleet Refresher Training, Fleet Introduction Training, and Fleet Formal Training.

EMA provides extensive Interface and Interoperability systems engineering with Navy, Marine Corps, and FMS tactical platforms. EMA is a leader in the development and sustainment of Interoperability Design Specifications (IDS), system and subsystem specifications, and North Atlantic Treaty Organization (NATO) Standardization Agreements (STANAG).

In support of the Department of Justice, EMA C4I personnel work in cooperation with state and local law enforcement agencies to facilitate the transfer of excess DoD equipment to support the Global War on Terror (GWOT).
