U.S. Department of Defense Announces Latest Contract Awards: 8-04-08

zzz_DOD_contracts            Navistar Defense LLC, Warrenville, Ill., is being awarded an $84,832,901 firm-fixed-priced modification to delivery order #0004 under a previously awarded contract (M67854-07-D-5032) for sustainment items needed to support CAT I Mine Resistant Ambush Protected (MRAP) Low Rate Initial Production (LRIP) vehicles in theater. This order will also be used to support several engineering change proposals to increase the vehicles’ capabilities and FSR support. Work will be performed in WestPoint, Miss., and work is expected to be completed April 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.
 
            Harkins Builders, Inc., Marriottsville, Md., is being awarded a $23,463,390 firm-fixed-price contract for design, construction and renovation of various buildings at Fort Dix, N.J. in order to accomplish relocation of functions at Marine Corps Reserve Center, West Trenton, N.J. and Willow Grove, Pa. and Naval Operations Support Center (NOSC) functions from Willow Grove, Pa. to a new complex of five buildings at Fort Dix, N.J. The work to be performed provides for a reserve training facility with administrative, drill hall and vehicle maintenance facility space. Facility includes a Marine Corps Reserve Center, vehicle maintenance facility, light gun shed, vehicle holding shed and organic equipment storage shed, privately owned vehicle parking, military vehicle parking and roadways. In addition the contract will provide mainly interior renovations to Fort Dix Buildings 5951 and 5955 for NOSC and Regional Intelligence Agency Willow Grove personnel. Work is expected to be completed by August 2010. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with five proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-08-C-2101).      
  
            Caddell Construction Co., Inc., Montgomery, Ala., is being awarded a $22,621,000 firm-fixed-price contract for design and construction of a Bachelor Enlisted Quarters at Marine Corps Air Station New River, Camp Lejeune. This contract contains three options which, if exercised, will bring the total contract value to $72,548,330. Work will be performed in Jacksonville, N.C., and is expected to be completed by April 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-08-C-1411).
 
            DRS Systems, Inc., Parsippany, N.J., is being awarded a $22,343,848 indefinite-delivery/indefinite-quantity, firm-fixed price contract, for the acquisition of various quantities of Repair Station Consoles (RSC) for installation on U.S. Navy Surface Combatant Ships. The resultant contract will also call for the furnishing of incidental technical support services for the required equipment. The required RSC will be utilized in the DDG-M Backfit Program. The RSC’s will be installed throughout the ship as part of the Machinery Control System (MCS). The RSC’s will communicate over the shipboard Gigabit Ethernet Data Multiplex System (GEDMS) network.  The supplies/services will be ordered during a 60 month ordering period. Work will be performed in Parsippany, N.J., and is expected to be completed by July 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with proposals solicited and three offers received via the FedBizOpps. The Naval Surface Warfare Center, Carderock Division, Philadelphia, Pa., is the contracting activity (N65540-08-D-0017).
 
            Wyle Laboratories, Inc., Huntsville, Ala., is being awarded a $9,464,682 modification to a previously awarded cost-plus-fixed-fee, cost-plus-award-fee, firm-fixed-price contract (N00421-04-C-0121) to exercise an option for engineering and technical services in support of the Aging Aircraft Team and Joint Council on Aging Aircraft. Work will be performed in Lexington Park, Md., and is expected to be completed in August 2009. Contract funds in the amount of $154,000 will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.
 
            TJC Engineering, Inc., Louisville, Ky., is being awarded at $6,170,869 for firm-fixed price Task Order #0003 under a previously awarded multiple award construction contract (N62467-05-D-0182) for restoration of Building 101 and renovation of Marine spaces at the Naval Operations Support Center (NOSC)/Marine Corps Reserve Center, Bessemer. The work to be performed provides for renovation of Marine spaces including restroom renovation, heating ventilation and air conditioning, rifle range, interior finishes, upgrade lighting, construct new tactical vehicle parking lot, install equipment yard surveillance camera system, new gym addition, exterior renovation and restoration and modernization of the NOSC main building and all incidental related work. Work will be performed in Bessemer, Ala., and is expected to be completed by September 2009. Contract funds will expire at the end of the current fiscal year. One proposal was received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.
 
AIR FORCE
 
            Select Engineering Services (SES), Mark G. Miller, Inc., of Layton, Utah, is being awarded an indefinite delivery/indefinite quantity contract for a maximum of $25 million. The objective of this contract is to provide Architect and Engineering Environmental Support Services in and around Hill Air Force Base, Utah. At this time the amount obligated is not available. 75 CONS/PKB, Hill AFB, Utah, is the contracting activity (FA8201-08-D-0006).
 
            J.M. Waller Associates, Inc., of Burke, Va., is being awarded an indefinite delivery/indefinite quantity contract for a maximum of $25 million. The objective of this contract is to provide architect and engineering environmental support services in and around Hill Air Force Base, Utah. At this time the amount obligated is not available. 75 CONS/PKB, Hill Air Force Base, Utah, is the contracting activity (FA82101-08-D-0006).
 
            The Air Force is increasing a fixed priced award fee contract with McDonnell Douglas Corporation, A Wholly-Owned Subsidiary of the Boeing Co., to $10,107,789. This action will provide the 1st Half FY08 Earned Award Fee Payment for the period of 1 October 07 through 31 March 08. 516 AESG/PKS, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8614-04-C-2004, P000259).
 
ARMY
 
            Global Fleet Sales, Inc, Charlottesville, Va., was awarded on August 1, 2008, a $15,360,878.00 Firm Fixed Price, 3-Year Requirements, contract for mobile maintenance vehicles and Cargo Transport II Vehicles. Work will be performed in Thailand, and is expected to be completed by February 4, 2011.  Contract funds will not expire at the end of the current fiscal year. Nine bids were received on May 18, 2006. TACOM, Warren, MI, is the contracting activity (W56HZV-06-D-G0002).
 
            M.A. Mortenson Co., Minneapolis, MN, was awarded on July 31, 2008, a $8,369,505.00, contract for grading and utilities for a Unit Operations Facility, Fort Riley, Kansas. Work will be performed in Fort Riley, Kansas, and is expected to be completed by May 4, 2009. Contract funds will not expire at the end of the current fiscal year. There was 1 bid solicited on April 24, 2008, and 1 bid was received. US Army Corps of Engineers, Kansas City, MO, is the contracting activity (W912DQ-07-C-0006).
 
            C.A. Carey Corp., Issaquah, WA, was awarded on July 31, 2008, a $5,888,250.00 Firm Fixed Price, contract for providing reaction plane strengthening at the Howard Hanson Dam additional water storage fish passage facility on the Green River in Washington State. Work will be performed in Howard Hanson Dam, Enumclaw, WA, and is expected to be completed by May 12, 2009. Contract funds will not expire at the end of the current fiscal year. One bid was received on May 12, 2008. US Army Corps of Engineers, Seattle, WA, is the contracting activity (W912DW-08-C-0012).
 
            Science Applications International Corp, Chantilly, VA, was awarded on July 31, 2008, a $15,978,849.68 firm fixed price, contract for Multiple Global Geospatial Intelligence data products. Work will be performed in Chantilly, VA and St. Louis, Mo., and is expected to be completed by July 30, 2009. Contract funds will not expire at the end of the current fiscal year. There was one bids solicited on January 30, 2008, and 1 bid was received. National Geospatial-Intelligence Agency, St. Louis, MO, is the contracting activity (NMA302-03-D-0007).
 
DEFENSE LOGISTICS AGENCY
 
            Maytag Aircraft Corp., Colorado Springs, Colo. is being awarded a maximum $14,347,100 firm fixed price for operation and maintenance services of bulk fuel facilities.  Other locations of performance are Florida, Louisiana, Texas, Oklahoma, Arkansas and Missouri.  Using service is U.S. Air Force.  The original number of proposals solicited is unknown with 12 responses.  This is a five-year multiyear contract. Contract funds will not expire at the end of the current fiscal year.  The date of performance completion is September 1, 2013.  The contracting activity is Defense Energy Support Center, Fort Belvoir, Va. (SP0600-08-C-5840).
 
            FWH, LLC, Huntsville, Ala. Is being awarded a maximum $11,103,663 firm fixed price for operation and maintenance services of bulk fuel facilities. The original number of proposals solicited is unknown with 10 responses. This is a five-year multiyear contract. Contract funds will not expire at the end of the current fiscal year. The date of performance completion is September, 1, 2013. The contracting activity is Defense Energy Support Center, Fort Belvoir, Va., (SP0600-08-C-5837).
 
            BAE/Schroth Safety Products Corp, Pompano Beach, Fla. is being awarded a maximum $6,697,350 firm fixed price, sole source, definite quantity contract for vehicle body safety accessory kit.  There are no other locations of performance.  Using service is Army.  There was originally 1 proposal solicited with 1 response.  Contract funds will expire at the end of the current fiscal year.  The date of performance completion is January 11, 2009.  The contracting activity is Defense Supply Center Columbus, Columbus, Ohio (SPM7L2-08-C-0110).
