U.S. Department of Defense Announces Latest Contract Awards: 8-06-08

            Northrop Grumman Technical Services, Inc., of Herndon, Va., is being awarded a firm fixed price contract for an estimated $252,352,133. This contract action is to award the C-20 Contractor Logistics Support (CLS) follow-on contract. This effort includes depot maintenance, contractor operational and maintained base supply, flight line maintenance and filed team support. At this time $846,699 has been obligated. Okla., City Air Logistics Center, 727 ACSG/PKB, Tinker AFB, Okla., is the contracting activity (FA8106-08-C-0010).
 
            The Air Force is modifying a firm fixed price contract for $34,253,128 with Kaman Dayron, Inc., of Orlando, Fla. This action tasks the contractor to provide eight FMS countries with the Joint Programmable Fuze System to meet their anticipated munitions requirements. The JPF is a state-of-the-art fuze system used with precision weapon systems such as the JDAM, and equipped with variable delay setting that may be programmed manually or from the cockpit through its in-flight reprogrammability feature. This effort supports foreign military sales to Australia, Korea, Belgium, Netherlands, Japan, Greece, UAE and Turkey. At this time all funds have been obligated. 679th ARSS, Eglin AFB, Fla., is the contracting activity (F08626-98-C-0006, P00110).      

            Accenture National Security Systems, LLC, of Reston, Va., is being awarded a cost plus fixed fee contract for $22,263,000. This action will provide a wide set of services and capabilities for leveraging net-centric tools across a wide variety of domains and environments which include expanding network services, develop workflows, develop best practices and target deployments to warfighter environments. At this time $9,718,358 has been obligated. 753 ELSG/PK, Hanscom AFB, Mass., is the contracting activity (FA8731-08-C-0002).
 
NAVY
 
            EDO Communications & Countermeasures Systems, Thousand Oaks, Calif., is being awarded a $187,354,324 firm-fixed-price modification to previously awarded contract (N00024-07-C-6311) for the production and support of 2,873 JCREW 2.1 Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) systems to meet urgent Department of Defense (DoD) requirements in support of Operation Iraqi Freedom. Vehicle Mounted CREW systems are one element of the DoD’s Joint Counter RCIED Electronic Warfare program. Spiral 2.1 CREW systems are vehicle mounted electronic jammers designed to prevent the initiation of RCIEDs. This contract modification is for the urgent procurement and support of CREW systems, to be used by forces in each of the military services of the U.S. Central Command Area of Responsibility.  The Navy manages the joint CREW program for the Office of the Secretary of Defense’s Joint IED Defeat Organization (JIEDDO).  Work will be performed in Thousand Oaks, Calif., and is expected to be completed by Apr. 2009.  Contract funds will not expire at the end of the current fiscal year.             Boro Construction, King of Prussia, Pa., is being awarded a $66,418,950 firm-fixed-price construction contract for design and construction of helicopter hanger and Marine Air Group headquarters at Fort Dix. The work to be performed provides for the design and construction of a helicopter maintenance hanger with administrative and maintenance support space, Marine Air Group headquarters facility with ground storage warehouse, pavements for Marine Aviation Logistics Squadron van staging, ground supply equipment pad, helicopter parking apron, privately owned conveyance parking and roadways. The contract is incrementally funded with the first increment of $30,263,450 being allocated at the time of award. The second increment will be funded in FY 09 at $36,155,500. Work will be performed in New Hanover, N.J., and is expected to be completed by Feb. 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities Engineering Command Electronic Commerce Online website with three proposals received.             Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $48,548,251 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering and software services in support of EA-6B and EA-18G aircraft. Services to be provided include design, development, integration, test and distribution of the Operational Flight Programs, flight test and aircraft integration support, and engineering support to transition the EA-6Bs mission to the EA-18G. Work will be performed at the Naval Air Warfare Center Weapons Division (NAWC WD), Point Mugu, Calif. (80 percent); NAWC WD, China Lake, Calif., (5 percent); the Naval Air Warfare Center Aircraft Division, Patuxent River, Md., (5 percent); Naval Air Station, Whidbey Island, Wash., (5 percent); and the Marine Corps Air Station, Cherry Pt., N.C., (5 percent), and is expected to be completed in Aug. 2012. Contract funds in the amount of $960,000 will expire at the end of the current fiscal year. This contract was not competitively procured.             Lockheed Martin Corp., Maritime Systems and Sensors, Manassas, Va., is being awarded a modification to previously awarded contract (N00024-06-C-6363) with an amount not to exceed $38,124,522 for the production and delivery of 286 SYMPHONY Improvised Explosive Device (IED) Jammer Systems. Included in the procurement are field test sets, operator reference cards, uploader software, user guides, program protection, tool kits, depot support, field service engineering, and system documentation in support of Multi-National Security Transition Command-Iraq (MNSTC-I). The SYMPHONY IED Jammer System is a programmable, radio-frequency IED defeat system that is vehicle mounted. Vehicle mounted systems are one element of the Department of Defense’s Joint Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (JCREW) program. Work will be performed in Manassas, Va., (22 percent), and Clearwater, Fla., (78 percent), and is expected to be complete by Nov. 2009. Contract funds in the amount of $727,170 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity.
 
            Kiewit Federal Group Inc., Arlington, Va., is being awarded a $17,338,430 firm-fixed-price contract for construction of a helicopter support facility. Work will be performed in Md., and work is expected to be completed by Jul. 2010. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured from a pre-screened selected group of contractors with three proposals received.             Rockwell Collins Government Systems, Inc., Cedar Rapids, Iowa, is being awarded an $11,968,074 modification to a previously awarded firm-fixed-priced contract (N00019-05-C-0050) to exercise an option for the FY 2008 production of AN/ARC-210(V) Electronic Protection Radio Systems for the Government of Australia’s MRH-90 helicopter. This modification provides for 162 each RT-1851A(C) Receiver Transmitters and HAVEQUICK Royalty Fee – Category one licenses for each radio. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in Nov. 2009. Contract funds will not expire at the end of the current fiscal year.             Southern Research Institute, Birmingham, Ala., is being awarded a $9,998,995 cost-plus-fixed-fee contract for high temperature materials characterization to support materials development, design, and analysis activities of the Naval Surface Warfare Center Carderock Division in support of the Missile Defense Agency’s Advanced Materials Characterization Program and Standard Missile SM3 Development Program. The output of these characterization efforts provides high temperature material properties to guide materials development, and to generate properties for design and analysis of tactical and strategic missile systems. Work will be performed in Birmingham, Ala., and is expected to be completed by Aug. 2013. Contract funds in the amount of $698,995 will expire at the end of the current fiscal year.             Northrop Grumman Systems Corp., Linthicum, Ms., is being awarded a $9,771,525 cost-plus-fixed-fee task order for Aperstructures. "Aperstructures" is an Office of Naval Research coined word developed from the concept of incorporating the structural component of an aperture into the load carrying members of a ship’s superstructure.  The Aperstructures program herein addresses risk reduction for the incorporation of large and small arrays into a notional superstructure.  This program will demonstrate the structural integrity of the integrated radar/structure analytically and with verification through testing. Work will be performed in Linthicum, Md., and work is expected to be completed Aug. 2011. Contract funds in the amount of $9,771,525 will expire at end of current fiscal year. This contract was competitively procured under an unrestricted order ONR-BAA Number 08-01. The Office of Naval Research, Arlington, Va., is the contracting activity (N00014-08-C-0478). 
 
            General Dynamics Advanced Information Systems, Inc., Fairfax, Va., is being awarded a $7,263,300 cost-plus-fixed-fee delivery order #0003 under a previously awarded indefinite-delivery/indefinite-quantity SBIR Phase III contract (N00014-05-D-0508) for research and development for the development of the Advanced Wideband Open Architecture Radar System. Work will be performed in Fairfax, Va., and work is expected to be completed Aug. 2011. Contract funds in the amount of $7,263,000 will expire at the end of the current fiscal year.   The Office of Naval Research, Arlington, Va., is the contracting activity.
 
            Halbert Construction Co., Inc.*, El Cajon, Calif., is being awarded $5,978,902 for firm-fixed price task order #0008 under a previously awarded multiple award construction contract (N62473-07-D-2014) for design and construction of a fuel station and mini mall at Marine Corps Air Ground Center Twentynine Plams. The work to be performed provides for the construction of a new fuel station complex that will contain a mini mall with a convenience store, laundromat and barbershop. The goal of this project is to address both the new Enhanced Vapor Recovery regulatory requirements for fuel stations, as well provide much-needed service facilities for military personnel. Work will be performed in Twenty-nine Palms, Calif., and is expected to be completed by Jun. 2009. Contract funds will not expire at the end of the current fiscal year.             Bette & Craig, LLC, Watertown, NY, was awarded on Aug. 4, 2008, a $27,297,000.00 Firm-Fixed Price, contract for design and construction for Guthrie Medical Clinic addition and alteration.  Work will be performed in Fort Drum, N.Y., and is expected to be completed by Sept. 19, 2009.  Contract funds will not expire at the end of the current fiscal year.  There were 15 bids solicited on May 15, 2008, and five bids were received.
