U.S. Department of Defense Announces Latest Contract Awards: 8-08-08

            The Air Force is modifying a cost plus award fee contract with the Boeing Launch Services of Huntington Beach, Calif., for $1,655,545,303. This action included in the face vale of this action is the previously disclosed NTE in the amount of $582,297,350 and an additional $516,147,820 to extend the period of performance to maintain critical engineering and integration skills and the infrastructure necessary to support the Delta IV Program and our nation’s space assets through the end of FY09. In addition this action has added an option for FY10 in the amount of $557,100,133 for continuation of the same effort. At this time no funds have been obligated.             The Air Force is modifying a cost plus award fee contract with Accenture LLP (0NHA3) of Reston, Va. This action will provide Financial Information Resource Systems (FIRST) which includes Commercial Off-The-Shelf (COTS) integration/configuration activities including management, design, development, implementation, deployment and sustainment of the FIRST program as it migrates to the Global Combat Support System – Air Force. The contractor shall deliver the FIRST Budget Formulation application. This action includes CCP A035 which implements enhancements and Baseline Change Request (BCRs) to the FIRST BF Spiral 2/3 application. At this time $1.8 million has been obligated. 554th ELSG/PK, Wright-Patterson AFB, Ohio, (FA8770-01-C-0020-P00133).      
  
            Hydraulics International Inc. of Chatsworth, Calif., is being awarded a firm fixed price contract for $5,660,848. This action is in the production of nine each electric and 21 each diesel hydraulic test stands for use on the AC-130U, C-17, and F-22 aircraft. This effort is a sole source procurement to I-III for three units. HII is the only source that has manufactured the hydraulic tests stands proven to be compatible with the aircrafts. 642 CBSG/GBKBB is the contracting activity (FA8533-08-C-0006).

            BAE Systems Tactical Vehicle Systems LLP (BAE-TVS), Sealy, Texas, is being awarded a $317,967,619 firm-fixed-priced modification to a previously awarded contract (M67854-07-D-5030), delivery order #0004, for the purchase of Engineering Change Proposals (ECPs) and Integrated Logistics Support (ILS) for the 1,024 vehicles included in the order. Work will be performed in Sealy, Texas (58 percent) and Fairfield, Ohio (42 percent), and is expected to be completed Dec. 2008. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.
 
            Metro Machine Corp., Norfolk, Va., is being awarded an $80,914,382 modification to previously awarded contract N00024-08-C-4406 for USS Gunston Hall (LSD-44), modernization, upgrades, preservations and alterations in support of the Multi-Ship Multi-Option (MSMO) Mid-Life extension. The LSD MSMO was developed to provide extended dry docking, modernization, upgrades, repairs and alterations to several shipboard systems such as the engineering control systems, power management platform, and chilled water distribution system for the LSD41- LSD51 class amphibious landing ships. Work will be performed in Norfolk, Va., and is expected to be completed by Mar. 2009. Contract funds in the amount of $62,678,169 will expire at the end of the current fiscal year. The Mid-Atlantic Regional Maintenance Center, Norfolk, Va., is the contracting activity.
 
            P&L General Contractors, Inc.*, Oak Harbor, Wash., is being awardedan $8,340,002 firm-fixed price contract for construction of an indoor washrack at Naval Air Station Whidbey Island. The work to be performed provides for construction of a high bay pre-engineered maintenance hangar/washrack; steel frame structure with a steel joist roof and preformed (corrugated) metal siding exterior walls. Work will be performed in Oak Harbor, Wash., and is expected to be completed by Jan. 2010. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured utilizing an 8(a) Small Business competition via the Navy Electronic Commerce Online website with four proposals received. The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity (N44255-08-C-6005).
 
            P&L General Contractors, Inc.*, Oak Harbor, Wash., is being awarded$5,913,236 for firm-fixed price Task Order #0009 under a previously awarded multiple award construction contract (N44255-05-D-6111) for the renovation of a utilities control building at Naval Base Kitsap, Bangor. The work to be performed provides for construction and renovation of a one-story utility controls building which will control and monitor all of the utilities on the Naval Base. The contract contains options, which if exercised, would bring the contract value to a total of $6,579,575. Work will be performed in Silverdale, Wash., and is expected to be completed by Nov. 2009. Contract funds will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Command Northwest, Silverdale, Wash., is the contracting activity. 
 
            Dyncorp International, Falls Church, Va., was awarded on Aug. 7, 2008, a $40,007,184 firm fixed price, contract for construction of Afghanistan National Army Gamberi Brigade Garrison, phase two. Work will be performed in Gamberi, Afghanistan, and is expected to be completed by Jun. 8, 2009. Contract funds will not expire at the end of the current fiscal year. Twelve bids were received on Jun. 8, 2008.  bCorps of Engineers, Afghanistan District, Kabul, Afghanistan, is the contracting activity (W917PM-08-C-0076).
 
            TT Corp, Advanced Engineering & Sciences, Herndon, Va., was awarded on Aug. 7, 2008, a $39,661,661 IDIQ time & material task order, contract for operational support services to the Joint Improvised Explosive Device Defeat Organization (JIEDDO) for Corps, Combined Joint Task Force Support Teams.  Work will be performed in Iraq and Afghanistan, and is expected to be completed by Apr. 10, 2010. Contract funds will not expire at the end of the current fiscal year. There were four bids solicited on May 6, 2008, and three bids were received. US Army Research Development & Engineering Command, Acquisition Center, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-08-D-0026).
 
            DRS Sensors & Targeting Systems, Optronics Division, Palm Bay, Fla., was awarded on Aug. 7, 2008, a $17,512,077 firm fixed price, contract for driver’s vision enhancer B-Kits and associated spares for the Mine Resistant Ambush Protected (MRAP) Program. Work will be performed in Melbourne, Fla., and is expected to be completed by Aug. 29, 2008.  Contract funds will not expire at the end of the current fiscal year. Three bids were received on Nov. 21, 2003. CECOM Acquisition Center, Fort Monmouth, N.J., is the contracting activity (W15P7T-04-C-J202).
 
            Maxfour Weitz Joint Venture, Englewood, Co., was awarded on Aug. 5, 2008, a $8,299,000 MATOC firm fixed price, contract for design and construction, Combat Aviation Brigade dining facility, Fort Riley, K.S. Work will be performed in Fort Riley, Kan., and is expected to be completed by Sept. 16, 2014. Contract funds will not expire at the end of the current fiscal year. Two bids were received on Jun. 13, 2008. Corps of Engineers, Kan., City, Mo., is the contracting activity (W912DQ-07-D-0031).
 
            Norfolk Dredging Co., Chesapeake, Va., was awarded on Aug. 6, 2008, a $6,322,350 firm fixed price, contract for maintenance dredging, Delaware River. Work will be performed in Philadelphia to the sea, Pa., .N.J., and Del., and is expected to be completed by Dec. 31, 2008. Contract funds will not expire at the end of the current fiscal year. There were seven bids solicited on Jun. 16, 2008, and two bids were received. USA Corps of Engineers, Philadelphia, Pa., is the contracting activity (W912BU-08-C-0033).
 
DEFENSE LOGISTICS AGENCY
 
            Boeing Aerospace Operations, Inc., Oklahoma City, Okla. is being awarded a maximum $11,145,730 firm fixed price, sole source contract for 5 radomes for E-3 aircraft. Other location of performance is in Tulsa, Okla. Using service is Air Force. There was originally one proposal solicited with one response.  Contract funds will not expire at the end of the current fiscal year. The date of performance completion is Aug. 30, 2011.  The contracting activity is Defense Supply Center Richmond, Richmond, Va., (SPRTA1-08-C-0008).
