Successful Counter Terror Concept used by US Police and now UK Government.

Detectives of the Pembroke Pines, FL Police Anti-Terrorism Unit traveled to Israel and met with Det. Sgt. Major Marc Kahlberg from the Netanya Israel Police.

Marc was one of the first people on scene of the disastrous Park Hotel Suicide Bombing where 30 people were killed and hundreds more injured, (this is over and above at least another dozen terror attacks that he was a First Responder to).


Immediately after that event, in 2002, Marc set into motion a ‘Secure Zone’ concept in the hotel and industrial district of his city. After implementation, not one terrorist attack occurred and the crime rates in both areas dropped by 70% over a period of a year, in which there were attacks in Israel on almost a daily basis. 

The US Detectives took this concept and adapted it to their city’s retail area.  Currently, it encompassed a stretch of the main road that is roughly 40 blocks long and uses the major businesses along that stretch. There are many members who are active in this system. In the Two Years that this brilliant concept has been implemented, the crime rate has dropped by more than 23% in this specific area. 

Besides being used with huge success throughout Israel, it is also being used in conjunction with security for the upcoming Soccer World Cup in South Africa where it is working with great success in many areas there.  Several jurisdictions in the US have sought this model and are implementing it in their cities as well. The United Kingdom has recently released a plan whereby 60,000 civilians will be involved in Countering potential terror using almost a carbon copy concept.
