DEFENSE LOGISTICS AGENCY

                Shell Energy North America, Houston, Texas, is being awarded a maximum $74,712,323 fixed-price with economic price adjustment contract for direct supply of natural gas.  Other locations of performance are Montana, Massachusetts, Nevada, New Mexico, Oklahoma, Tennessee and Virginia.  Using services are Air Force, Marine Corps and federal civilian agencies.  The original proposal was Web-solicited with 29 responses.  The date of performance completion is Sept. 30, 2012.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-10-D-7509).

                Oklahoma Gas and Electric Co., Oklahoma City, Okla., is being awarded a maximum $70,899,905 tariff-rate contract to assume ownership, operation and maintenance of the electric distribution system at Tinker Air Force Base, Okla., for a 50-year period.  Other location of performance is Tinker Air Force Base, Okla.  Using service is Air Force.  There were originally 500 proposals solicited with two responses.  The date of performance completion is October 2062.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-10-C-8256).

                The Boeing Co., Mesa, Ariz., is being awarded a maximum $48,573,000 firm-fixed-price contract to rotary wing head.  There are no other locations of performance.  Using service is Army.  There were originally two proposals solicited with two responses.  The date of performance completion is March 2013. The Defense Logistics Agency Aviation, Redstone Arsenal, Ala., is the contracting activity (SPRRA1-10-D-0073).

                Hologic, LP, Marlborough, Mass., is being awarded a maximum $32,300,000 firm-fixed sole-source, indefinite-delivery/indefinite-quantity contract for ThinPrep pap test kits and related supplies.  There are no other locations of performance.  Using services are Army, Navy, Air Force and Marine Corps.  The original proposal was solicited via the Defense Logistics Agency Internet Bid Board System with one response.  This contract represents the first option year period.  The date of performance completion is Sept. 30, 2011.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2DE-09-D-7228).

                Bell Boeing Joint Project Office, Bell-Boeing Joint Program, Amarillo, Texas, is being awarded a maximum $20,419,604 firm-fixed-price, sole-source contract for aircraft parts.  There are no other locations of performance.  Using service is Navy.  There was originally one proposal solicited with one response.  The date of performance completion is Sept. 30, 2012.  The Defense Logistics Agency Aviation, Philadelphia, Pa., is the contracting activity (SPRPA1-09-G-004Y-TBD).

                Excel Manufacturing, Inc., El Paso, Texas, is being awarded a maximum $8,390,592 firm-fixed-price, partial set-aside contract for airmen battle uniform, men’s and women’s coats and trousers.  Other locations of performance include New Jersey, Tennessee and Mississippi.  Using service is Air Force.  The original proposal was Web-solicited with 26 responses.  This contract represents the third option year of four one-year option periods.  The date of performance completion is Sept. 24, 2012.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM1C1-07-D-1501).

                Delta Industries, LLC*, East Granby, Conn., is being awarded a maximum $8,287,019 firm-fixed, total set-aside, indefinite-delivery/indefinite-quantity contract for case and nozzle assembly supplies.  There are no other locations of performance.  Using service is Air Force.  There were originally two proposals solicited with one response.  This is a multiple-year contract with a three-year ordering period.  The date of performance completion is September 2013.  The Defense Logistics Agency Aviation, Tinker Air Force Base, Okla., is the contracting activity (SPRTA1-10-D-0014).

                ITT Electronic Systems, Clifton, N.J., is being awarded a maximum $7,143,300 firm-fixed-price, sole-source contract for aircraft parts.  There are no other locations of performance.  Using service is Navy.  There was originally one proposal solicited with one response.  The date of performance completion is Sept. 30, 2012.  The Defense Logistics Agency Aviation, Philadelphia, Pa., is the contracting activity (SPRPA1-10-C-002Y).

                Compass Energy Gas Services, LLC, Richmond, Va., is being awarded a maximum $5,731,680 fixed-price with economic price adjustment for direct supply of natural gas.  Other location of performance is Pennsylvania.  Using service is Army. The original proposal was Web-solicited with 29 responses.  The date of performance completion is Sept. 30, 2012.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-10-D-7510).

NAVY

                Raytheon Technical Services, LLC, dba Raytheon, Reston, Va., is being awarded an estimated $49,800,000 indefinite-delivery/indefinite quantity contract for services to perform the function as a single-source integrator for the remanufacture, overhaul or repair of selected secondary repairable items.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $249,000,000.  Work will be performed in Marine Corps Logistics Command, Albany, Ga. (62 percent); Marine Corps Logistics Command, Barstow, Calif. (14 percent); Camp Pendleton, Calif. (11 percent); Camp Lejeune, N.C. (9 percent); and Okinawa, Japan (4 percent).  Work is expected to be completed in September 2015.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four offers received.  The Marine Corps Logistics Command, Contracting Department, Albany, Ga., is the contracting activity (M67004-10-D-0021).

                University of Alaska Fairbanks, Fairbanks, Alaska, is being awarded a $47,000,000 cost-plus firm-fixed-price, indefinite-delivery/indefinite-quantity contract for test of payloads on small unmanned aerial systems.  The Office of the Secretary of Defense has requested a research and development contract which is to provide a capability, integration, product improvement, test and evaluation of payloads in the field of small unmanned aircraft systems.  This contract will focus on testing various payloads, which may require research and development in order to accomplish specified task(s) for unmanned aerial systems flight test(s) at various locations characterized by, high latitudes, oceanic, mountains, desert, littoral zones and/or other extreme environments.  Work will be performed in Alaska (40 percent), Wyoming (30 percent), and New Mexico (30 percent), and is expected to be completed by September 2015.  Contract funds of $132,375 for the initial contract order will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with four offers received.  The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-10-D-JQ43).

                Northrop Grumman Corp., Integrated Systems, El Segundo, Calif., is being awarded a $35,580,508 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0052) to exercise an option for the procurement of 33 center barrels and loose and miscellaneous parts for the F/A-18 A-D aircraft.  Work will be performed in El Segundo, Calif., and is expected to be completed in October 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                Tetra Tech EC, Inc., San Diego, Calif., is being awarded $9,984,979 for firm-fixed-price task order #0007 under a previously awarded environmental multiple award contract (N62473-10-D-0809) for performing radiological support for Parcel E at Hunters Point Shipyard.  The work to be performed provides for removing, remediating, and achieving free-release of the storm drain, sewer sanitary system, and 500 series buildings for potential radiological contamination.  Work will be performed in San Francisco, Calif., and is expected to be completed by March 2012.  Contract funds will not expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

                DRS ICAS, LLC, Buffalo, N.Y., is being awarded a $6,853,882 firm-fixed-price contract for production of AN/USQ-81(V) gigabit ethernet multiplex system (GEDMS) shipsets for new construction and in-service Arleigh Burke (DDG 51) class destroyers, an Australian land based test site, associated installation and checkout repairs, and related GEDMS hardware for Wasp (LHD 1) class and Whidbey Island (LSD 41) class ships and the AN/SPA-25 radar program.  GEDMS is a mission critical ship-wide data transfer network that is a key enabler for the DDG modernization program.  The network transfers inputs/outputs for the machinery control system, damage control system, steering control system, AEGIS Combat System, navigation displays, and interior communication alarms and indications.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $20,338,277.  This contract combines purchases for the Navy (95 percent) and the government of Australia (5 percent) under the Foreign Military Sales program.  Work will be performed in Johnstown, Penn. (80 percent), and Buffalo, N.Y. (20 percent), and is expected to be completed by March 2015.  Contract funds will not expire at the end of the current fiscal year.  This contract was procured on a limited competition basis via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-10-C-2007).

                Goodrich Pump & Engine Control Systems, Inc., West Hartford, Conn., is being awarded a $6,853,008 firm-fixed-price contract for the procurement of 348 electronic digital engine control units for the H-60 helicopter.  Work will be performed in West Hartford, Conn., and is expected to be completed in August 2013.  Contract funds in the amount of $748,317 will expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0090).

                Pave-Tech, Inc., Carlsbad, Calif., is being awarded $5,640,000 for firm-fixed-price task order #0006 under a previously awarded multiple award construction contract (N62473-09-D-1605) for milling and paving portions of the airfield at Navy Outlying Field, Imperial Beach.  The work to be performed provides for the design and repair of airfield taxiways for helicopters.  The task order also contains one unexercised option which, if exercised, would increase cumulative task order value to $5,715,000.  Work will be performed in Imperial Beach, Calif., and is expected to be completed by January 2011.  Contract funds will expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

ARMY

                Lockheed Martin Corp., was awarded on Sept. 20 a $34,872,566 firm-fixed-price contract for Javelin hardware with an estimated completion date of Oct. 30, 2012.  Work is to be performed at Tucson, Ariz., and Orlando, Fla.  One bid was solicited with one received.  U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (W321P4Q-09-C-0376; Serial #1996).

                Engineering Systems Solutions, Inc., Frederick, Md., was awarded on Sept. 20 a $20,591,569 indefinite-delivery/indefinite-quantity firm-fixed-price contract for supplemental staffing support services for Army Medical Material Activity with an estimated completion date of Sept. 30, 2011.  Work is to be performed at Fort Detrick, Md.  Bids were solicited via the Federal Business Opportunities website with six received.  U.S. Army Medical Material Activity, Fort Detrick, Md., is the contracting activity (W81XWH-07-D-0063; Serial #1990).

                CTS/Meridian, JV, Albuquerque, N.M., was awarded on Sept. 20 a $5,619,538 firm-fixed-price contract for construction of a flood flow channel with an estimated completion date of May 2, 2012.  Work is to be performed at Fort Gordon, Ga.  Forty-nine bids were solicited with seven received.  Army Corps of Engineers, Albuquerque, N.M., is the contracting activity.

AIR FORCE

                Northrop Grumman Corp., Aerospace Systems Sector, San Diego, Calif., was awarded a $20,000,000 contract modification which will provide replenishment spares relative to the Global Hawk Block 20 battlefield airborne communications node joint urgent operational need effort.  WR-ALC/GRCKA, Robins Air Force Base, Ga., is the contracting activity (FA8528-09-D-0001; PO0016).

                Lockheed Martin Corp., Fort Worth, Texas, was awarded an $11,718,116 contract modification which will procure software fixes under the reliability and maintainability maturation program.  At this time, the entire amount has been obligated.  ASC/WWUK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2897; PO0054).

                SERE Solutions, Inc., Spokane, Wash., was awarded an estimated $11,318,607 contract modification for survival, evasion, resistance and escape support services.  At this time, no funds have been obligated.  AETC Contracting Squadron, Randolph Air Force Base, Texas, is the contracting activity (FA3002-08-D-0008; P00021) .

                Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Marietta, Ga., was awarded an estimated $9,772,670 contract modification for the removal and replacement of 26 total prototype aft crown skins on one C-5A aircraft which includes repairing any underlying damage that may be discovered when the skins are removed.  At this time, $9,772,670 has been obligated.  WR-ALC/GRSKA, Robins Air Force Base, Ga., is the contracting agency (FA8525-10-C-0003).

                Booz Allen Hamilton, Inc., Herndon, Va., was awarded a $7,499,408 contract which will provide survivability/vulnerability analytic support to the Future Force Integration Directorate of the Army Capabilities Integration Center.  At this time, $170,740 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380; Delivery Order 384).

                Data Link Solutions, Cedar Rapids, Iowa, was awarded a $7,867,142 contract which will provide engineering services for the multi-functional information distribution system.  At this time, the entire amount has been obligated.  448 SCMG/PKHCA, Robins Air Force Base, Ga., is the contracting activity (FA8539-10-C-0009).

                The Trustees of Columbia University in the City of New York, Research Administration, New York, N.Y., was awarded a $6,424,180 cost-reimbursement contract which will provide symbiotic computing infrastructure to monitor security properties, provide defensive polymorphism, integrated hardware and software recovery and healing techniques and integrate proposed techniques to work with security tagged architectures.  At this time, $100,000 has been obligated.  Air Force Research Laboratory/RIKD, Rome, N.Y., is the contracting activity (FA8750-10-2-0253).

MISSILE DEFENSE AGENCY

                Phacil, Inc., Bridgewater, N.J., has been awarded a modification to a firm-fixed-price contract (HQ0006-07-F-0076).  The total award value is $6,326,071.  Under this modification, Phacil will provide support services for the Missile Defense Agency portal.  Work will be performed in Arlington, Va., Colorado Springs, Colo., and Huntsville, Ala.   Work is expected to be completed by Sept. 17, 2011.  Fiscal 2010 research, development, test and evaluation funds will be used to incrementally fund $704,573 for this effort.  The Missile Defense Agency is the contracting activity.
