                 L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a $125,000,000 modification to a previously awarded indefinite-delivery, requirements type contract (N00019-08-D-0014) to exercise an option for logistics services and materials for organizational, intermediate, and depot level maintenance required to support 47 T-45A and 158 T-45C aircraft based at Naval Air Station (NAS) Meridian, Miss.; NAS Kingsville, Texas; NAS Pensacola, Fla., and Patuxent River, Md.  This requirement also includes the organizational level maintenance for the engine.  Work will be performed in Kingsville, Texas (54 percent); Meridian, Miss. (41 percent); Pensacola, Fla. (4 percent); and Patuxen River (1 percent), and is expected to be completed in September 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

                Rolls-Royce Defense Services, Inc., Indianapolis, Ind., is being awarded an $89,119,156 modification to a previously awarded firm-fixed-price requirements contract (N00019-09-D-0002) to exercise an option for intermediate and depot level maintenance and related support for in-service T-45 F405-RR-401 Adour engines under the power-by-the-hour® arrangement.  In addition, this modification provides for inventory control, sustaining engineering and configuration management, as well as integrated logistics support and required engineering elements necessary to support the F405-RR-401 engine at the organization level.  Work will be performed at the Naval Air Station (NAS) Kingsville, Texas (54 percent), NAS Meridian, Miss. (41 percent); NAS Pensacola, Fla. (4 percent), and NAS Patuxent River, Md. (1 percent),and is expected to be completed in September 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                W. M. Jordan, Newport News, Va., is being awarded a $57,289,600 firm-fixed-price contract for construction of a hospital addition and magnetic resonance imaging (MRI) addition at Marine Corps Base, Camp Lejeune.  The work to be performed provides for construction of a hospital outpatient clinic including a multi-story clinical addition to the existing Naval Hospital.  The addition will house hospital primary, urgent, and emergency care, pharmacy, and patient administration spaces.  The Naval Hospital renovation and MRI addition project renovates selective departments of the Naval Hospital and constructs a MRI addition to meet mission requirements in support of the beneficiaries in the Marine Corp Base Camp Lejeune catchement area. This project will correct deficiencies in existing departments to improve patient access to care and efficiency of hospital operations due to current deficiencies in departmental adjacencies, layout, and patient/staff circulation.  Work will be performed in Jacksonville, N.C., and is expected to be completed by Jan. 2015.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 11 proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-10-C-5305).

               Honeywell Technology Solutions Inc., Jacksonville, Fla., is being awarded $42,409,675 for cost-plus-award-fee task order #0034 under a previously awarded contract (M67004-09-D-0020) for prepositioning and Marine Corps logistics support services for Blount Island Command.  Work will be performed in Jacksonville, Fla., and is expected to be completed by Sept. 30, 2011.  Contract funds will not expire at the end of the current fiscal year.  U.S. Marine Corps, Blount Island Command, Jacksonville, Fla., is the contracting activity.

               F&S Mechanical and Plumbing Services, Inc.*, Tyrone, Ga., is being awarded a $25,637,205 firm-fixed-price contract for construction of the Vertical Marine Medium Tiltrotor Training Squadron 204 maintenance hangar, Phase 3, at Marine Corps Base Camp Lejeune.  The work to be performed provides for the design and construction of a multi-story aircraft maintenance hangar addition, to provide hangar bay, shop space, flight line operations and maintenance functions.  The hangar addition will join the existing aircraft parking apron, and will include a multi-story crew/equipment/administration area at the rear of the hangar bay.  This project will include the demolition of Building AS-504.  It will also provide for the demolition of the top portion of the existing Air Traffic Control Tower and extend it 20 feet higher.  Work will be performed in Jacksonville, N.C., and is expected to be completed by Sep. 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with eight proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-10-C-5340).

              R. A. Burch Construction Co., Inc., Ramona, Calif., is being awarded $22,498,508 for firm-fixed-price task order #0002 under a previously awarded multiple award construction contract (N62473-10-D-5410) for design and construction of Station Communications Facility and Infrastructure at Marine Corps Air Ground Combat Center, Twentynine Palms.  This project consists of a single-story facility and includes a concrete masonry unit building with underground communications vault and equipment elevator, raised access flooring, emergency generators, battery back-up, and uninterruptable power supply systems.  The project includes a general purpose warehouse with a photovoltaic solar system on the roof, an open storage area, and a new outside source plant (OSP) cabling infrastructure, including interconnections to existing OSP infrastructures.  This project also includes provisions to renovate and convert building 1555 into administrative spaces and demolish buildings 1527 and 1529.  The task order also contains one planned modification, which if issued, would increase cumulative task order value to $25,294,508.  Work will be performed in Twentynine Palms, Calif., and is expected to be completed by Oct. 2012.  Contract funds will not expire at the end of the current fiscal year.  Nine proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

               American K-9 Interdiction*, Carrollton, Va., is being awarded a $18,426,926 firm-fixed price contract for Improvised Explosive Device Detector Dog (IDD) training, sustainment & conditioning and handler /team integration training.  The contract will also provide for kenneling of the IDD and basic care during the period of performance.  This contract contains an options, which if exercised will bring the contract value to $34,659,851.  Work will be performed in Hartsville, S.C. (60 percent), Carrsville, Va. (30 percent),  and at team integration training venues designated by the U.S. Marine Corps (currently Twenty-Nine Palms, Calif.) prior to deployment (10 percent).    Work is expected to be completed Sept. 29, 2011, and continue to Sept 2012 if the option is exercised.   Contract funds in the amount of $18,426,926 will expire at the end of the current fiscal year. This contract was a competitively procured 100% Set Aside for Service Disabled Veteran Owned Small Businesses via the Federal Business Opportunities/Navy Electronic Commercial Online websites, with five offers received.   The U.S. Marine Corps, Regional Contracting Office, National Capitol Region, Quantico, Va., is the contracting activity (M00264-10-C-0022).

               Lockheed Martin Corp., Archbald, Pa., is being awarded a $15,593,210 firm-fixed-price contract for the procurement of 5,095 enhanced laser guided training rounds.  Work will be performed in Archbald, Pa., and is expected to be completed in March 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0092).

               Northrop Grumman Shipbuilding, Pascagoula, Miss., is being awarded a $12,180,103 modification to previously awarded contract (N00024-07-C-2309) for additional infrastructure improvements to NGSB shipyards.  This modification is for additional infrastructure improvements at Northrop Grumman Shipbuilding Gulf Coast shipyards, which were damaged by Hurricane Katrina in calendar year 2005.  The infrastructure improvements are:  a ship cleaning system for the NGSB facility in Pascagoula, Miss.; accuracy control equipment for the NGSB facility in Pascagoula, Miss.; a Haeusler Collar Forming work cell for the NGSB facility in Pascagoula, Miss.; a material handling system for the NGSB facility in Pascagoula, Miss.; cable plant management system for the NGSB facilities in Pascagoula, Miss. and New Orleans, La.; specialized flushing equipment for the NGSB facility in Pascagoula, Miss.; and a five axis saw for the NGSB facility in Gulfport, Miss.  The contracted improvements at NGSS facilities are part of a series of contracts with Gulf Coast shipbuilders to be awarded under Section 2203 of Public Law 109-234, emergency supplemental appropriations for Defense, The Global War on Terror and Hurricane Recovery 2006. The purpose is to expedite recovery of shipbuilding capability in areas affected by Hurricane Katrina by repairing and / or replacing shipbuilding facilities, to make lasting improvement in shipyard facilities that would result in measurable cost reductions in current and future Navy shipbuilding contracts, and to improve the ability of shipbuilding facilities on the Gulf Coast to withstand damage from potential hurricanes or other natural disasters.  Work will be performed in Pascagoula, Miss. (75 percent), Gulfport, Miss. (21 percent), New Orleans, La. (4 percent), and is expected to be completed by August 2013.  Contract funds in the amount of $12,180,103 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington D.C., is the contracting activity.

               Earl Industries, LLC, Portsmouth, Va., is being awarded a $12,151,490 modification to a previously awarded contract (N00025-06-C-9000) for the FY11 planned incremental availability for maintenance and repair of USS Eisenhower (CVN 69).  This modification increases the total contract value to $135,969,466.  Work will be performed in Portsmouth, Va., and is expected to be completed by April 2011.  Contract funds in the amount of $12,151,490 will expire at the end of the current fiscal year.  The Naval Ship Support Activity, Portsmouth, Va., is the contracting activity.

               Virtexco Corporation, Norfolk, Va., is being awarded a $12,365,000 firm-fixed-price contract for construction of the Modification of K-Ranges Phase II at Marine Corps Base Camp Lejeune.  The work to be performed provides for the modification, reconfiguring and reorienting of an existing K-Range complex.  Primary facilities include stationary infantry targets, moving infantry target, stationary armor targets, moving armor targets, facades, bunkers, control towers, observation towers, combined facilities (to include operations/storage, instruction, storage, field service head, and maintenance), covered mess areas, covered bleachers, bivouac areas, support by fire building, and ammunition holding/issue areas, downrange bunkers and trench enhancements.  Work will be performed in Jacksonville, N.C., and is expected to be completed by Apr. 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-10-C-5334).

               NAVMAR Applied Sciences Corp.*, Warminster, Pa., is being awarded a $9,182,203 cost-plus-fixed-fee order against a previously issued basic ordering agreement (N68335-10-G-0026) for a Phase III Small Business Innovation Research project under topic N92-170 entitled “LADAR Identification (ID) Demonstration.”  This order provides for development, integration, and support of advanced surveillance sensors for an operational Navy Squadron for the Special Projects Program.  Work will be performed in Warminster, Pa., and is expected to be completed in September 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity.

               3e Technologies International, Inc., Rockville, Md., is being awarded an $8,989,124 cost-plus-fixed fee contract to design, develop, implement, test, deliver and install a functional and efficient facilities critical infrastructure control and monitoring system to increase infrastructure readiness and optimize critical systems, including energy and other systems.  The contract includes options which, if exercised, would bring the cumulative value of this contract to $47,084,204.  Work will be performed in Rockville, Md., and is expected to be completed by September 2011.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Surface Warfare Center, Indian Head, Md., is the contracting activity (N00174-10-D-0021).

               Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded a $7,349,344 firm-fixed-price delivery order against a previously issued basic ordering agreement (N68335-08-G-0002) for the procurement of operational test program sets (OTPSs), which includes production copies of OTPS, for the Air Force and Marine Corps, in addition to procurement of on-site verification (OSV) for the Marine Corps.  Work will be performed in St. Louis, Mo., and is expected to be completed in November 2012.  Contract funds in the amount of $1,393,864 will expire at the end of the current fiscal year.  This order combines purchases for the U.S. Air Force ($1,508,792; 21 percent) and the U.S. Marine Corps ($5,840,552; 79 percent).  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

              Rockwell Collins, Cedar Rapids, Iowa, is being awarded a $6,313,475 order against a previously issued basic ordering agreement (N00421-06-G-0006) for the integration of operational flight programs for the Communication, Navigation Surveillance/Air Traffic Management (CNS/AQTM) Program and automatic dependent surveillance – broadcast (ADS-B) on the H-53 series aircraft.  Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in March 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

              ERAPSCO, Columbia City, Ind., is being awarded a $5,777,720 modification to a previously awarded cost-plus-incentive-fee contract (N00421-09-C-0073) for the procurement of up to 1,000 AN/SSQ-125 production representative model sonobuoys in support of Navy Antisubmarine Forces for the mission of detection, classification and localization of adversary submarines during peacetime and combat operations.  Work will be performed in DeLeon Springs, Fla. (52 percent); and Columbia City, Ind. (48 percent) and is expected to be completed in August 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

              The Boeing Co., St. Louis, Mo., is being awarded a $5,703,137 not-to-exceed modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-08-D-0013) to provide 2,100 hours of persistent unmanned aerial vehicle intelligence, surveillance, and reconnaissance services in support of naval maritime missions.  Work will be performed in Bingen, Wash. (94 percent) and St. Louis, Mo. (6 percent) , and is expected to be completed in September 2011.  Contract funds in the amount of $5,703,173 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 DEFENSE LOGISTICS AGENCY

              Bren-tronics Inc., Commack, N.Y.** is being awarded a maximum $84,223,517 firm fixed price, total set aside, indefinite quantity contract for batteries.  There are no other locations of performance.  Using services are Army, Navy, Air Force and Marine Corps.  There were originally five proposals solicited with three responses.  The date of performance completion is September 26, 2011.               Shaka, Inc., Jeannette, Pa., was awarded on Sept. 22, 2010 a $48,568,752 firm-fixed-price contract for Bluestone Dam Safety Assurance, Phase 3, Penstock Scour Protection, Hinton, W.Va.  Work is to be performed in Hinton, W.Va., with an estimated completion date of September 21, 2004.              Green Jacket-DC Building Systems JV, LLC., Watertown, N.Y., was awarded on Sept. 22, 2010 a $6,948,193 firm-fixed-price contract for the design/build of Warfighters and Family Support Center, McGuire Air Force Base, N.J.  Work is to be performed in Burlington County, N.J., with an estimated completion date of Mar. 25, 2012.  Four bids were solicited with three bids received. Corps of Engineers, CENAN-CT, New York, N.Y., is the contracting activity (W912DS-09-D-0006).

             Cubic Applications, Inc., Lacey, Wash., was awarded on Sept. 22, 2010 a $6,728,018 firm-fixed-price contract for the U.S. Army National Simulation Center that required contractor support top successfully develop the live, virtual, constructive and gaming training aids, devices, simulations and stimulators and the live, virtual, constructive & gaming-integrated training environment in support of Army training.  Work is to be performed in Fort Leavenworth, Kan., with an estimated completion date of Apr. 27, 2011.  One sole source bid was solicited with one bid received. Mission & Installation Contracting Command, Fort Eustis, Va., is the contracting activity (W911S0-10-C-0009).

             Sauer Inc., Jacksonville, Fla., was awarded on Sept. 22, 2010 a $6,661,700 firm-fixed-price contract.  This project includes two 1-story and a new 2-story rigid steel frame, block and brick 33,723 square foot facility additions for high priority support sections.  Work is to be performed in Fort Bragg, N.C., with an estimated completion date of Mar. 29, 2012.  Bids were solicited on the World Wide Web with 16 bids received. U.S. Army Engineer District, Savannah, Ga., is the contracting activity (W912HN-10-C-0063).

 AIR FORCE

             Lockheed Martin Corporation, Mission Systems & Sensors of Owego, N.Y., was awarded a $48,000,000 contract modification which will allow for the completion of the full A-10 Suite 7 Operational Flight Program.  At this time, no funds have been obligated.              Technology Solutions Inc. of El Segundo, Calif., was awarded a $26,161,062 contract which will procure a satellite tracking antenna for the Satellite Control Network at New Boston Air Force Station, N.H.  At this time, the entire amount has been obligated.              Battelle Memorial Institute of Columbus, Ohio was awarded a $19,852,612 contract which will conduct a capability gap analysis of Army protection related vulnerabilities and capabilities with respect to chemical, biological, radiological, nuclear, and high yield explosives/weapons of mass destruction and identify requirements to integrate research and development activities into a comprehensive Army protection program.  At this time, $50,000 has been obligated. 55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity.
