U.S. Department of Defense Announces Latest Contract Awards

NAVY

Canadian Commercial Corp., General Dynamics Land Systems – Canada (GDLS-C), Ontario, Canada, is being awarded a $317,433,459 firm-fixed-priced modification under previously awarded contract (M67854-07-D-5028) to procure 691 kits of the following modernization and upgrade engineering change proposals (ECPs): independent suspension axle aystem (ISAS); ISAS nose assembly; armor kits; wheel and tire upgrade; left forward seats; spall liner; central tire inflation system upgrade; power pack upgrade; transfer case assembly; transfer case components; upgrade hydraulics; hood/bonnet assembly; and enhanced exhaust system. In addition, this procurement will include 525 kits of the inward facing seats ECP, and 166 of the footrest ECP kits. Work will be performed in Trenton, N.J.; Chandler, Ariz.; Waltham, Mass.; Ogdensburg, N.Y.; St-Etienne, France; and Benoni, South Africa. Work is expected to be completed no later than November 2011. Contract funds will not expire at the end of the current fiscal year. Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Navistar Defense, LLC, Warrenville, Ill., is being awarded a $123,410,811 firm-fixed-priced delivery order #0016 under previously awarded contract (M67854-07-D-5032) for the procurement of 175 Category I Mine Resistant Ambush Protected vehicles; DASH engineer change proposals (ECPs) Phase I; DASH (MaxxPro Dash) ECPs Phase II; collateral material basic issue item (unique); and independent suspension system deprocessing parts kit. The objective of this procurement is to sustain operations in limited mobility areas such as the mountainous terrain of Afghanistan and the wide open deserts of Iraq. Work will be performed in West Point, Miss., and is expected to be completed by the end of June 2011. Contract funds in the amount of $123,410,811 will expire at the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

L3/Interstate Electronics Corp., Anaheim, Calif., is being awarded a $28,173,183 modification (P00012) to previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00030-10-C-0009) for specialized technical engineering services to operate, maintain and repair the TRIDENT II D5, test instrumentation subsystems, spares, and related support equipment in support of the U.S. TRIDENT II D5 weapon systems. Work will be performed in Anaheim, Calif. (80 percent); Cape Canaveral, Fla. (13 percent); Arlington, Va. (5 percent); Austin, Texas (1 percent); Los Angeles, Calif. (0.5 percent); and Sunnyvale, Calif. (0.5 percent). Work is expected to be completed Sept. 30, 2011. This contract was not competitively procured. Navy Strategic Systems Programs, Arlington, Va., is the contracting activity.

SEDNA Digital Solutions, Manassas, Va., is being awarded a $14,303,362 modification to a previously awarded contract (N00024-08-C-6203) to exercise an option for the production of AN/WLY-1 acoustic interception and countermeasures systems and technology insertion kits, active intercept and ranging systems, and Archival Media Center systems, including pre-cable kits, maintenance assistance modules, and spares in support of Navy submarine programs. Also included are engineering services and ordering provisions for spare parts. Work will be performed in Manassas, Va., and is expected to be completed by June 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Whiting-Turner Contracting Co., Raleigh, N.C., is being awarded an $11,629,000 modification under a previously awarded firm-fixed-price contract (N40085-10-C-5309) to exercise option one, which provides for the construction of a physical fitness facility at Marine Corps Base Camp Lejeune. The work to be performed provides for the construction of the new facility and demolition of existing Buildings AS-202 and AS-204 located on the corner of Curtis Road and Bancroft Street. The total contract amount after exercise of this option will be $11,744,000. Work will be performed in Jacksonville, N.C., and is expected to be completed by February 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

L-3 Communications Services, Inc., Mt. Laurel, N.J., was awarded on Dec. 8 an $8,505,255 modification to a previously awarded cost-plus-fixed-fee contract (N00178-04-D-4143) to exercise an option for research and development of electronics and communications equipment/operational systems in support of the Naval Air Warfare Center Aircraft Division’s Air Traffic Control and Landing Systems. Work will be performed in Hollywood, Md. (70 percent), and St. Inigoes, Md. (30 percent), and is expected to be completed in November 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Alfab, Inc.*, Enterprise, Ala., is being awarded a maximum $14,900,000 fixed-price with economic price adjustment, sole-source contract for AM2 pallet and mat assembly. There are no other locations of performance. Using services are the Army, Navy, Air Force, and Marine Corps. There was originally one proposal solicited with one response. The date of performance completion is Aug. 24, 2011. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM8E6-11-D-0001).

U.S. TRANSPORTATION COMMAND

Berry Aviation, Inc., San Marcos, Texas, is being awarded a $14,157,488 task order for fixed wing aircraft, personnel, equipment, tools, material, maintenance and supervision necessary to perform passenger and cargo air transportation services. Work will be performed in Afghanistan and will start Dec. 9, 2010, to be completed by May 31, 2011. This contract was a competitive acquisition with two bids received. U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Ill., is the contracting activity (HTC711-10-D-R018).

AIR FORCE

Eaton Corp., Raleigh, N.C., was awarded an $11,128,334 contract for an uninterruptable power supply system. At this time, the entire amount has been obligated. OC-ALC/GHSKA, Hill Air Force Base, Utah, is the contracting activity (FA8217-11-F-0001).

Hamilton Sundstrand, Hamilton Sundstrand Power Systems, San Diego, Calif., was awarded a $7,846,716 contract for auxiliary power unit oil cooler kits. At this time, the entire amount has been obligated. OC-ALC/GKCK, Tinker Air Force Base, Okla., is the contracting activity (FA8105-11-C-0001).
