AIR FORCE

Raytheon Co., Missile Systems, Tucson, Ariz., is being awarded a $569,021,288 firm-fixed-price contract modification for 234 Advanced Medium Range Air-to-Air Missile Air Intercept Missile (AIM)-120D All-Up-Round (AUR) missiles; four AIM-120D air vehicles instrumented; eight integrated test vehicles; 101 AIM-120D Captive Air Training Missiles (CATM); 203 AIM-120C7 Foreign Military Sales (FMS) AURs; warranty for 100 CATMs; warranty for 25 AIM-120C7 AURs (Bahrain); 103 non-developmental item-airborne instrumentation units; test equipment; Air Force AIM 120D guidance section; Personnel Reliability Program Phase IV; and FMS software and contractor logistics support. This contract supports foreign military sales (23 percent). AAC/EBAC, Eglin Air Force Base, Fla., is the contracting activity (FA8675-11-C-0030).

InDyne, Inc., Reston, Va., is being awarded a $192,811,018 cost-plus-award-fee contract which exercises option two, fiscal 2012 and 2013, of Eglin Test and Training Complex Range operations and maintenance for test and training areas, and technical facilities, to include test and training mission support; engineering support for range system design, modification, configuration; and range support services to accomplish authorized range activities. AAC/PKET, Eglin Air Force Base, Fla., is the contracting activity (FA9200-05-C-0001, PO0061).

Computer Sciences Raytheon, Patrick Air Force Base, Fla., is being awarded an $81,909,249 cost-plus-award-fee, firm-fixed-price, cost-reimbursable contract which exercises an option of the Eastern Range technical services contract to provide operations, maintenance, and sustainment of critical range and launch processing systems that support the launch processing mission of the 45th Space Wing and its launch customers at Cape Canaveral Air Station. 45 CONS/LGCZR, Patrick Air Force Base, Fla., is the contracting activity (FA2521-07-C-0011).

ITT Systems Corp., Colorado Springs, Colo., is being awarded a $32,196,975 firm-fixed-price contract modification to provide resources for the Tethered Aerostat Radar Systems Program, ensuring effective and efficient support for counterdrug/counter-narco terrorism and North American Aerospace Defense Command’s air sovereignty missions. Work will be performed at nine locations throughout the United States. Air Combat Command AMIC/PKC, Newport News, Va., is the contracting activity (FA4890-08-C-0005 PO0055).

Lockheed Martin Integrated Systems and Solutions, Colorado Springs, Colo., is being awarded a $23,200,000 cost-plus-fixed-fee contract modification for software install and checkout for the North American Aerospace Defense Command Cheyenne Mountain Complex/Combatant Commander’s Integrated Command and Control Systems. ESC/HSIK, Hanscom Air Force Base, Mass., is the contracting activity (F19628-00-C-0019; PO0225)

Intelligent Software Solutions, Colorado Springs, Colo., is being awarded a $19,983,121 indefinite-delivery/indefinite-quantity contract to provide software maintenance and enhancements to the Web Enabled Temporal Analysis System tool kit base line for various sites. Air Force Research Laboratory/RIKF, Rome, N.Y., is the contracting activity (FA8750-09-D-0022/0015).

The Boeing Co., St. Louis, Mo., is being awarded a $14,370,342 firm-fixed-price contract modification to provide a quantity of 602 Joint Direct Attack Munitions. Air Armament Center/EBDK, Eglin Air Force Base, Fla., is the contracting activity (FA8681-11-C-0111 PO0004).

Ahntech, Inc., San Diego, Calif., is being awarded a $13,552,000 firm-fixed-price contract modification to provide personnel, vehicles, equipment, tools, materials, training, and supervision to perform operations, maintenance, and support for Air Combat Command managed primary training ranges. Work will be performed at nine locations throughout the United States. Air Combat Command AMIC/PKCB, Newport News, Va., is the contracting activity (FA4890-07-C-0016 PO0046).

United Technologies Corp., Pratt and Whitney, East Hartford, Conn., is being awarded an $11,073,036 firm-fixed-price contract modification for the definitization of the acquisition of 39 priority initial spare F-119-PW-100 engines. ASC/WWUK, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2896 PO0060).

Telecommunications Support Services, Melbourne, Fla., is being awarded a $10,266,073 fixed-price contract modification for the Mobile Air Surveillance System contract, which provides radar air surveillance; radio and satellite communications for counterdrug operations; host nation air sovereignty; search air rescue; and other regional operations in the U.S. Southern Command area of responsibility. This contract incorporates two satellite earth terminals; three high-frequency tactical digital information links; and several types of ground-based radar systems on five sites. C2 Technologies, Inc., Vienna, Va. is being awarded a $7,210,508 firm-fixed-price contract modification for EC-130H/A-10 contract aircrew training and courseware development services for the period of Oct. 1, 2011 through Sept. 30, 2012. The location of performance is Davis Monthan Air Force base, Ariz., and Moody Air Force Base, Ga. Air Combat Command AMIC/PKB, Newport News, Va., is the contracting activity (FA4890-08-C-0007-PO0026).

NAVY

Raytheon Missile Systems Co., Tucson, Ariz., is awarded a $162,239,835 not-to-exceed fixed-price requirements contract for performance based logistics support for the Phalanx Close-In-Weapon Systems. Work will be performed in Louisville, Ky., and is expected to be completed August 2016. The applicable Navy Working Capital funds will not expire before the end of the current fiscal year. This announcement involves Foreign Military Sales requirement to the governments of Australia, United Kingdom, New Zealand, Japan, Poland, and Bahrain, which will be issued separate delivery orders, on an as-required basis. This contract was not competitively procured pursuant to FAR 6.302-1. One company was solicited for this requirement and one offer was received in response to the solicitation. NAVSUP Weapon Systems Support, Mechanicsburg, Pa., is the contracting activity (N00104-11-D-ZD43).

ASTRO Mechanical Contractors, Inc.*, El Cajon, Calif. (N62473-11-D-0061); Countywide Mechanical Systems, Inc., Santee, Calif. (N62473-11-D-0062); Mesa Energy Systems, Inc., doing business as EMCOR Services, Irvine, Calif. (N62473-11-D-0063); and Souza Construction, Inc.*, Farmersville, Calif. (N62473-11-D-0064), are each being awarded a firm-fixed-price indefinite-delivery/indefinite-quantity multiple award construction contract for various repairs, alteration, construction, and demolition work to heating, ventilation, and air conditioning systems, and associated work at various locations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The maximum dollar value for all four contracts combined is $100,000,000. No task orders are being issued at this time. Work will be performed at various federal sites within the NAVFAC Southwest AOR, including but not limited to, California (87 percent); Arizona (7 percent); Nevada (3 percent); Utah (1 percent); Colorado (1 percent); and New Mexico (1 percent). The terms of the contracts are not to exceed 60 months, with an expected completion date of August 2016. Contract funds in the amount of $20,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with six proposals received. These four contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Harper Construction, Inc., San Diego, Calif., is being awarded a $67,681,224 firm-fixed-price contract for construction of three bachelor enlisted quarters (BEQs) at Courthouse Bay, Marine Corps Base Camp Lejeune. The BEQs will be up to five stories, to provide a total of 400 bedrooms. The contract also contains two unexercised options, which, if exercised, would increase cumulative contract value to $75,874,765. Work will be performed in Jacksonville, N.C., and is expected to be completed by September 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 33 proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-11-C-4009).

Hawaiian Dredging Construction Co., Inc., Honolulu, Hawaii, is being awarded a $52,398,000 firm-fixed-price contract for design and construction of a multi-story bachelor enlisted quarters; a multi-story command headquarters building; and a multi-level parking structure, as well as renovation of an existing bachelor enlisted quarters, and demolition of five command post buildings at Marine Corps Base Hawaii. The contract also contains one unexercised option, which, if exercised, would increase cumulative contract value to $54,463,350. Work will be performed in Oahu, Hawaii, and is expected to be completed by August 2014. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 12 proposals received. The Naval Facilities Engineering Command, Hawaii, Pearl Harbor, Hawaii, is the contracting activity (N62478-11-C-1492).

Triton-Seward, J.V., Bremerton, Wash., is being awarded a $24,990,525 firm-fixed-price contract for restoring the Marginal Wharf and portions of Pier 15 at the Naval Submarine Base New London. The repairs will restore the structures to the original design load capacities and eliminate further deterioration of the wharf and pier. Work will be performed in Groton, Conn., and is expected to be completed by September 2013. Contract funds in the amount of $24,990,525 will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received. The Naval Facilities Engineering Command, Mid-Atlantic Northeast Integrated Product Team, Norfolk, Va., is the contracting activity (N40085-11-C-7235).

BAE Systems Land & Armaments, L.P., Ground Systems Division, York, Pa., is being awarded a $21,952,832 firm-fixed-priced modification to previously awarded Delivery Order 0015 under contract (M67854-07-D-5025) for Mine Resistant Ambush Protected vehicle maintenance support. Work will be performed in Kandahar, Afghanistan, and is expected to be completed by December 2012. Contract funds in the amount of $16,508,436 will expire at the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Triton Marine Corp., Bremerton, Wash., is being awarded a $14,468,800 firm-fixed-price contract for Drydock 1 concrete and wall repairs at Portsmouth Naval Shipyard. Work will be performed in Kittery, Maine, and is expected to be completed by May 2013. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with five proposals received. The Naval Facilities Engineering Command, Mid-Atlantic Northeast Integrated Product Team, Norfolk, Va., is the contracting activity (N40085-11-C-7221).

Raytheon Co., Integrated Defense Systems, Sudbury, Mass., is being awarded a $12,689,948 firm-fixed price modification to basic ordering agreement (N00024-11-G-5116) for procurement of AN/SPY-1 radar transmitter multi-mission capability alteration kits; stabilized master oscillator alteration kits; kill assessment system alteration; radio frequency coherent combiner alteration kits; and associated spares, material and installation services in support of the Aegis modernization effort. Work will be performed in Norfolk, Va. (58 percent); Andover, Mass. (32 percent); and Sudbury, Mass. (10 percent), and is expected to be completed by August 2013. Contract funds will not expire at the end of this fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Cape Fox Professional Services, L.L.C., Manassas, Va., is being awarded an estimated ceiling priced $10,487,034 modification under previously awarded cost-plus-fixed-fee contact (N00244-08-C-0032) to exercise option year three for integrated solutions to provide training, program management, and supporting structure with the specific goal of reducing traffic related deaths in the Navy and Marine Corps. In addition to training, Cape Fox provides promotional materials emphasizing traffic safety, outreach, and presentations, as well as planning and facilitation of special events that deliver a traffic safety message. The modification provides incremental funding in the amount of $7,359.237. Work will be performed at Navy and Marine Corps installations worldwide, and is expected to be completed Aug. 31, 2012. Contract funds in the amount of $7,359,237 will expire at the end of the current fiscal year. The NAVSUP Fleet Logistics Center, San Diego, Calif., is the contacting activity.

DRS Technologies, North Largo, Fla., is being awarded an $8,085,851 firm-fixed-price contract to build 27 80-foot Ground Based Surveillance System 2.0 heavy full multi-sensor tower systems. Work will be performed in Johnstown, Pa., and is expected to be completed by March 2012. Contract funds will not expire at the end of the current fiscal year. This procurement was competitively procured via direct solicitation with three proposals solicited and three offers received. The Naval Surface Warfare Center, Crane, Ind., is the contracting activity.

Fukunaga & Associates, Inc.*, Honolulu, Hawaii, was awarded on Aug. 30, 2011, a maximum $7,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineer services contract for architect-engineering services for civil/environmental projects with associated multi-discipline architect-engineering support services at various locations in the Naval Facilities Engineering Command (NAVFAC) Pacific area of responsibility (AOR). The work to be performed provides for, but is not limited to: preparation of technical reports, including conducting engineering investigations and concept studies; project engineering documentation; preliminary and final design plans and specifications; construction cost estimates; request for proposal contract documents; operations and maintenance manuals; record drawings; and post construction award services. Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Pacific AOR, including, but not limited to, Hawaii (60 percent), Guam (30 percent), and the Far East (10 percent). The term of contract is not to exceed 36 months, with an expected completion date of July 2014. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with nine proposals received. DEFENSE LOGISTICS AGENCY

United Capital Investment Group, Inc.*, McLean, Va., was awarded a fixed-price with economic price adjustment contract for a maximum $141,848,117 for diesel fuel and jet fuel. Other location of performance is Djibouti, Africa. Using services are Navy and Marine Corps. The date of performance completion is Jan. 31, 2014. The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-1019).

Sopakco Packaging, Mullins, S.C.*, was issued a modification exercising the first option year on the current contract SPM3S1-10-D-Z104/P00009. Award is a firm-fixed-price contract with a maximum $104,543,439 for first strike rations. There are no other locations of performance. Using services are Army, Navy, Air Force, and Marine Corps. The date of performance completion is Sept. 3, 2012. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

Xerox Corp., Rosemont, Ill., was awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract for a maximum $103,000,000 for the purchase and service of production digital copiers. There are no other locations of performance. Using services are Defense Logistics Agency production services facilities throughout the United States. The date of performance completion is Aug. 31, 2016. The Defense Logistics Agency Document Services, Mechanicsburg, Pa., is the contracting activity (SA4705-11-D-0001).

ARMY

Chemring Ordnance, Inc., Perry, Fla., was awarded a $52,490,412 firm-fixed-price contract. The award will provide for the modification of an existing contract to procure the MK 7 Mod 2 Anti-Personnel Obstacle Breaching System. Work will be performed in Perry, Fla., with an estimated completion date of Feb. 28, 2015. The bid was solicited through the Internet, with three bids received. Morpho Detection, Inc., Wilmington, Mass., was awarded a $21,000,000 firm-fixed-price contract. The award will provide for the sustainment of the Mobile Trace Detection Systems. DEFENSE MEDIA ACTIVITY

Town Group Media & Management, Columbia, Md., was issued a modification, subject to availability of fiscal 2012 funds, exercising the third option year on the current contract HQ0028-09-C-0011. Award is a firm-fixed price commercial service contract in support of the Pentagon Channel operations at the Defense Media Activity. Estimated value of modification is $8,358,094.
