Here’s Today’s Department of Defense Contract Awards

 

NAVY

ALFAB, Inc.*, Enterprise, Ala., is being awarded a not-to-exceed $150,000,000 indefinite-delivery/indefinite-quantity contract for the procurement of AM-2 matting packages: F-71, F-72, F-73, and F-78 for the expeditionary airfield.  The AM-2 matting packages include the end frames, stampings/markings, end sheets, and locking bars.  AM-2 matting is designed to interlock in a brickwork type pattern and provides for the construction of portable runways and taxiways for aircraft launch and recovery.  Work will be performed in Enterprise, Ala., and is expected to be completed in April 2017.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via electronic request for proposals as a 100 percent small business set-aside; three offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-12-D-0116).

General Dynamics National Steel and Shipbuilding C., San Diego, Calif., is being awarded a $68,915,249 modification to previously awarded contract (N00024-08-C-4410) for USS Comstock (LSD 45) fiscal 2012 Extended Docking Phased Maintenance Availability.  An Extended Docking Phased Maintenance Availability provides for an extensive renovation and modernization of an LSD class ship, including alterations and repairs as well as inspection and testing to all ships systems and components ensuring safe and dependable operation of the ship.  Work will be performed in San Diego, Calif., and is expected to be completed by May 2013.  Contract funds in the amount of $68,915,249 will expire at the end of the current fiscal year.  The Southwest Regional Maintenance Center, San Diego, Calif., is the contracting activity.

Huntington Ingalls Industries, Inc., Pascagoula, Miss., is being awarded a $50,300,000 modification to previously awarded contract (N00024-10-C-2229) for procurement of additional long lead time material in support of the LHA replacement, Flight 0, amphibious assault ship (LHA 7).  Work will be performed in Pascagoula, Miss., and is expected to complete by May 2013.  Contract funds will not expire at the end of the current fiscal year.  Naval Sea Systems Command, Washington, D.C., is the contracting activity.

eSTS, Inc.*, Landover, Md. (N65236-12-D-3808); Imagine One Stracon Venture, L.L.C.*, Fort Worth, Texas (N65236-12-D-3807); Mandex, Inc.*, Fairfax, Va. (N65236-12-D-3809); Modulant*, North Charleston, S.C. (N65236-12-D-3810); Silver Bullet Solutions, Inc.*, Arlington, Va. (N65236-12-D-3811); Systems Technology Forum, Ltd.*, Fredericksburg, Va. (N65236-12-D-3812); Vatic Solutions*, North Charleston, S.C. (N65236-12-D-3813); and WIJET, L.L.C.*, North Charleston, S.C. (N65236-12-D-3814), are being awarded an indefinite-delivery/indefinite-quantity, multiple award, cost-plus-fixed-fee, performance-based contract to provide architecture and systems engineering support services for various C4ISR programs and projects in order to support multiple war fighting, manpower, and logistics missions for commanders at all echelons, in all naval environments, and for joint, coalition, and allied forces.  Each contractor will be awarded $6,250 at the time of the award.  These contracts include options, which, if exercised, would bring the cumulative value of these multiple award contracts to a combined estimated $49,900,000.  The work will be performed in Charleston, S.C., and is expected to be completed by April 2013.  If all options are exercised, work could continue until April 2017.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Commerce Business Daily’s Federal Business Opportunities website, and the Space and Naval Warfare Systems Center e-Commerce Central website, with eight offers received.  Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity.

The Boeing Co., Integrated Defense Systems, Phantom Works, Huntington Beach, Calif., is being awarded a $20,000,000 modification to a previously awarded two-year, indefinite-delivery/indefinite-quantity contract (N66001-10-D-0069) that included three, one-year options, for the Joint Tactical Radio System (JTRS) Enterprise Network Manager software support for the Network Enterprise Domain under the Joint Program Executive Office, JTRS.  As a result of this modification, the cumulative value of this contract is being increased to an estimated $75,382,000.  Work will be performed in Huntington Beach, Calif.  There is no change to the period of performance as a result of this modification, which ends on April 15, 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via Request for Proposal N66001-09-R-0069 published on the Federal Business Opportunities website, and the SPAWAR e-Commerce Central website, with three offers received.  The Space and Naval Warfare Systems Center Pacific is the contracting activity.

Alliant Techsystems Operations, L.L.C., Defense Electronic Systems, Woodland Hills, Calif., is being awarded a $10,648,288 cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-11-G-0014) for the Advanced Anti-Radiation Guided Missile (AARGM) Block I upgrade.  Efforts to be provided include definition, development, integration, documentation, testing, and management for AARGM Block I software changes, improvements, and enhancements that will enable the AGM-88E all up round, as well as the common munitions built-in test reprogramming equipment boxes 4 and 6 to correct initial operational test and evaluation deficiencies, implement deferred capability product documentation capability, and add capability enhancements to the baseline system.  Work will be performed in Woodland Hills, Calif., and is expected to be completed in April 2015.  Contract funds in the amount of $10,648,288 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

General Electric Aviation, Lynn, Mass., is being awarded an $8,886,783 cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-09-G-0009) for the F414 Engine Component Improvement Program, to include engineering and engine system improvement support.  Work will be performed in Lynn, Mass., and is expected to be completed in December 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract combines purchases for the Navy ($8,308,167; 93 percent) and, under the Foreign Military Sales Program, the government of Australia ($578,616; 7 percent).  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

TCOM L.L.P.*, Columbia, Md., is being awarded a $7,734,870 modification to a previously awarded firm-fixed-price contract (N68335-11-C-0220) for the procurement of 15 AC to DC Field modification kits for the 22M aerostat systems in support of Persistent Ground Surveillance Systems being fielded by the Army.  Work will be performed in Elizabeth City, N.C. (90 percent), and Columbia, Md. (10 percent), and is expected to be completed in August 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Hologic, Inc., Bedford, Mass., was issued a modification exercising the third option year on contract SPM2D1-09-D-8334/P00013.  The award is a fixed-price with economic price adjustment contract with a maximum $97,812,648 for radiology systems, subsystems, and components.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  There were 43 responses to the Web proposal.  Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds.  The date of performance completion is April 6, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

SK Energy, Seoul, South Korea, was issued a fixed-price with economic price adjustment with a maximum $7,488,649 contract for aviation turbine fuel.  The other location of performance is Ulsan City, South Korea.  Using service is Defense Logistics Agency Energy.  There were three responses to the Web proposal.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  The date of performance completion is March 31, 2014.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-12-D-0462).

AIR FORCE

BAE Systems Information Solutions, McLean, Va., is being awarded a $49,900,000 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee and firm-fixed-price orders contract to procure lifecycle management and technical support, system analysis, and engineering operations and maintenance.  The technical objective is to provide life cycle software development engineering to Department of Defense Intelligence Information System and the United States intelligence community worldwide.  The location of the performance is Rome, N.Y.   Work is to be completed by April 2, 2017.  Air Force Research Laboratory/RKIF, Rome, N.Y., is the contracting activity (FA8750-12-R-0001).
