Here’s Today’s Department of Defense Contract Awards

 

NAVY

Science Applications International Corp., McLean, Va., is being issued a modification to a previously awarded five-year indefinite-delivery/indefinite-quantity contract (M67854-09-D-7005) to change the maximum contract value to $500,000,000. 

This contract is for the product support integrator for the U.S. Marine Corps Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) Program.  The work provides program management and maintenance technicians to support the CREW systems used in and outside the continental United States.

The contracting activity orders product support integrator services through the award of individual delivery orders based on the terms and conditions in the basic contract.  Work will be performed in Charleston, S.C. (16.8 percent), Twentynine Palms, Calif. (5.5 percent), and Afghanistan (77.7 percent), and is expected to be completed Aug. 20, 2014.

The contract funds expiration date is dependent on the delivery orders that are issued.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded a $31,240,470 cost-plus-fixed-fee, firm-fixed-price contract for non-recurring engineering associated with Engineering Change Proposal 6381SOW for the F/A-18 & EA-18G AN/APG-79 active electronically scanned array radio detection and ranging general purpose Processor 3 upgrade.

Work will be performed in El Segundo, Calif. (84 percent), and St. Louis, Mo. (16 percent), and is expected to be completed in May 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-2006).

Sundt Construction, Inc., Tempe, Ariz., is being awarded a $24,235,021 firm-fixed-price contract for construction of an auxiliary landing field at Marine Corps Air Station Yuma.

The work to be performed provides for construction of an auxiliary landing field including an air operation facility, an aircraft direct fueling station, a maintenance shelter, and a vertical take-off and landing pad at Marine Corps Air Station, Yuma.

The contract also contains a planned modification, which if issued would increase cumulative contract value to $24,255,702.  Work will be performed in Yuma, Ariz., and is expected to be completed by June 2013.  Contract funds will not expire at the end of the current fiscal year.  Six proposals were received for this contract.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N62473-12-C-1802).

Lockheed Martin Mission Systems and Sensors, Moorestown, N.J., is being awarded a $17,430,000 modification to previously awarded contract (N00024-03-C-5115) for DDG 51 class and CG 47 class Aegis Combat System installation, integration and test in support of the Program Executive Officer (PEO) for Integrated Warfare Systems (IWS).

The required ship integration and test engineering for Aegis ships includes program management, planning, installation, integration, testing, training, personnel, and associated services to effectively support PEO IWS efforts for the installation, integration, and test of Aegis Combat Systems.

Work will be performed in Moorestown, N.J. (37 percent); Bath, Maine (25 percent); Pascagoula, Miss. (22 percent); San Diego, Calif. (6 percent); Washington, D.C. (5 percent); Norfolk, Va. (3 percent); Port Hueneme, Calif. (1 percent); and Syracuse, N.Y. (1 percent).  Work is expected to be completed by November 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Elkins Constructors, Inc., Jacksonville, Fla., is being awarded a $15,057,000 firm-fixed-price contract for construction of a new training facility at Naval Air Station Jacksonville.  The proposed new construction will consist of a new broad area maritime surveillance unmanned aircraft system operator training facility and a new P-8A maintenance training facility.  Work will be performed in Jacksonville, Fla., and is expected to be completed by December 2013.

Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with 10 proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity (N69450-12-C-1256).

BAE Systems Hawaii, Honolulu, Hawaii, is being awarded a $10,046,190 modification to previously awarded contract (N0024-06-C-4408) for the USS Hopper (DDG 70) depot selected restricted availability.  Work will be performed in Pearl Harbor, Hawaii, and is expected to complete in December 2012.

Contract funds in the amount of $10,046,190 will expire at the end of the current fiscal year.  The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii, is the contracting activity.

AIR FORCE

Lockheed Martin Corp., Sunnyvale, Calif., is being awarded a $249,000,000 firm-fixed-price contract to purchase Space Vehicle 5/6 production electronic/antenna fabrication and flight materials.  The location of the performance is Sunnyvale, Calif.  Work is to be completed by Nov. 1, 2012.  SMC/MC, Los Angeles Air Force Base, Calif., is the contracting activity (FA8808-12-C-0010 P00001).

The Boeing Co., Huntington Beach, Calif., is being awarded a $36,197,205 firm-fixed-price, cost-plus-fixed-fee contract to produce 12 modified wafers for the Minuteman III missile system.  The location of the performance is Orange County, Md.  Work is to be completed by Aug. 31, 2015.  AFNWC/PKMA, Hill Air Force Base, Utah, is the contracting activity (FA8204-12-C-0003).

Northrop Grumman Systems Corp., Linthicum Heights, Md., is being awarded a $35,000,000 firm-fixed-price contract to provide engineering services for Air Force requirements applicable to the E-3 Surveillance Radar Systems.  The location of the performance is Anne Arundel County, Md.   Work is to be completed by Dec. 31, 2016.  OC-ALC/GKAKB, Tinker Air Force Base, Okla., is the contracting activity (FA8102-12-D-0001).

Northrop Grumman Systems Corp., Warner Robins, Ga., is being awarded a $31,100,554 firm-fixed-price contract to procure parts for the C-130.  The location of the performance is Warner Robins, Ga.  Work is to be completed by June 2013.  638th SCMG/PKAB, Robins Air Force Base, Ga., is the contracting activity (FA8538-11-C-0003).

Quaterion Solutions, Inc., Utica, N.Y., is being awarded a $26,978,011 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide research and development and non-personal services to include information collection, processing management, analysis, dissemination, and other associated activities necessary in maintaining and operating the Cyber Security Information Analysis Center’s scientific and technical information repository. 

The location of the performance is State University of New York Institute of Technology, Utica, N.Y.  Work is to be completed by June 30, 2017.  ESG/PKS, Offutt Air Force Base, Neb., is the contracting activity. (FA8075-12-D-0001)

Gulfstream Aerospace Corp., Savannah, Ga., is being awarded a $26,816,000 firm-fixed-price contract to purchase one leased C-37A aircraft.  The location of the performance is Savannah, Ga.  Work is to be completed by Sept. 9, 2012.  OC-ALC/GKSKB, Tinker Air Force Base, Okla., is the contracting activity (F3365700C0038, P00196).

The Boeing Co., Wichita, Kan., is being awarded a $10,597,710 cost-plus-award-fee contract to provide cost growth to existing scope of the contract statement of work and weapon system specification.  The location of the performance is Oklahoma City, Okla.  Work is to be completed by Feb. 28, 2014.  ASC/WLNM, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-0047, P00222).

DEFENSE LOGISTICS AGENCY

Carter Enterprises, L.C.*, Brooklyn, N.Y., was issued a modification exercising the first option year on contract SPM1C1-11-D-1059/P00005.  The award is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a maximum $67,380,031 for improved outer tactical vests.  There are no other locations of performance. 

Using services are Army and Air Force.  There were eight responses to the Web solicitation.  Type of appropriation is fiscal 2012 through 2013 Defense Working Capital Funds.  The date of performance completion is June 27, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.
