Lockheed Martin Mission Systems and Sensors, Akron, Ohio, was awarded June 29 a $27,000,053 firm-fixed-price contract for 22 sets of Vertical Launch Anti-Submarine Rocket MK54 all-up-round components, technical data package, government-furnished equipment repairs and maintenance, and engineering and repair services.  This contract contains options, which, if exercised, will bring the total cumulative value of the contract to $28,897,085.  Work will be performed in Akron, Ohio (76 percent); Elkton, Md. (13 percent); Chandler, Ariz. (5 percent); Salt Lake City, Utah (5 percent); and Johnstown, Pa. Northrop Grumman Corp., Electronic Systems, Linthicum Heights, Md., is awarded a $24,472,899 modification to the previously awarded contract (M67854-07-C-2072) for the government developmental testing and operational assessment engineering and logistics support for the Ground/Air Task Oriented Radar (G/ATOR) Increment I engineering developmental model.  This contract modification increases the contract value by $24,472,899 and is in direct support of ongoing changes needed to provide engineering and logistics support to the government developmental testing and operational assessment for the G/ATOR Increment I effort.  Work will be performed in Linthicum Heights, Md. (75 percent); Syracuse, N.Y. (11 percent); Wallop’s Island, Va. (11 percent); and Yuma, Ariz. (3 percent).  Work is expected to be completed Dec. 31, 2013.   Contract funds will not expire at the end of the current fiscal year.  This contract modification was not competitively procured, as the contract effort is within the scope of the current contract and is entered into pursuant to the changes clause.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Robertson Fuel Systems, L.L.C., Tempe, Ariz., is being awarded a $21,414,012 firm-fixed-price contract for the procurement of 36 MV-22 mission auxiliary fuel tank systems and associated equipment required to support squadron stand-ups.  Work will be performed in Tempe, Ariz., and is expected to be completed in November 2013.  Contract funds in the amount of $7,138,004 will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0097).

BAE Systems Norfolk Ship Repair, Norfolk, Va., was awarded June 29 a $19,843,028 modification to previously awarded contract (N00024-10-C-4308) for USS Donald Cook (DDG 75) fiscal 2012 drydocking selected restricted availability.  A drydocking selected restricted availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship’s military and technical capabilities.  Work will be performed in Norfolk, Va., and is expected to be completed by January 2012.  Contract funds in the amount of $19,843,028 will expire at the end of the current fiscal year.  Norfolk Ship Support Activity, Norfolk, Va., is the administrative contracting activity.

Methuen Construction Corp., Inc., Salem, N.H., was awarded June 29 a $19,499,782 firm-fixed-price contract for energy conservation and structural repairs to submarine enclosures at Portsmouth Naval Shipyard.  The work to be performed provides for repair and modernization of the removable submarine covers, which are mission critical air conditioned structures that enclose submarines during maintenance and refueling/defueling availabilities in Dry Dock Two.  Energy savings will be gained through repair of the 14 inoperable existing rooftop air conditioning units that currently prevent energy recovery of conditioned air, thereby heating and cooling spaces with 100-percent make-up air.  Further savings will be gained by cladding submarine enclosure units with additional metal insulated panels, and refurbishing existing insulation and weatherization throughout.  Work will be performed in Kittery, Maine, and is expected to be completed by May 2016.  Contract funds in the amount of $19,499,782 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic Northeast Integrated Product Team, Norfolk, Va., is the contracting activity (N40085-12-C-1728).

Vet Industrial, Inc.*, Bremerton, Wash., was awarded June 29 a $19,176,548 firm-fixed-price contract for renovation of Bachelor Quarters 12 at Naval Air Station Whidbey Island.  The work to be performed provides for repairs and modernizes the existing four-story concrete masonry structure to correct building and code deficiencies while reconfiguring and updating the living/sleeping modules with features and finishes.  The contract includes two exercised options that will provide for kitchen cabinets, relocation of the laundry room, and replacement of courtyard paving.  Work will be performed in Oak Harbor, Wash., and is expected to be completed by January 2014.  Contract funds in the amount of $19,176,548 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with four proposals received.  The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity (N44255-12-C-3010).

Arete Associates*, Tucson, Ariz., was awarded June 29 a $17,686,037 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity Phase III Small Business Innovation Research contract for the “Laser Beamrider Optical Countermeasure.”  This contract provides for the development of multi-functional threat detection and countermeasure systems for airborne and ground forces.  Work will be performed in Tucson, Ariz., and is expected to be completed in June 2017.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6302-1.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0019).

Raytheon Co., Integrated Defense Systems, Tewksbury, Mass., was awarded June 29 a not-to-exceed $15,042,000 modification to previously awarded contract (N00024-05-C-5346) for the design, development, and procurement of materials in preparation for integration of the dual band radar and follow-on test and evaluation at the Wallops Island Engineering Test Center land based test site and updates to the dual band radar interface to provide necessary data.  Work will be performed in Sudbury, Mass. (97 percent), and Tewksbury, Mass. (3 percent), and is expected to be completed by July 2013.  Contract funds will not expire at the end of this fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Allen Engineering Contractor, Inc.*, San Bernardino, Calif., was awarded June 29 $11,553,083 for firm-fixed-price task order 0004 under a previously awarded multiple award construction contract (N62473-09-D-1654) for the construction of an E-2D Aircrew Training Facility at Naval Base Ventura County.   The work to be performed provides for full-design construction of a single-story operational training facility with a high bay area for the E-2D Advanced Hawkeye aircraft.  The facility will house an Operational Flight Trainer Simulator, Weapon Systems Trainer and Combat Information Center simulator.  The project includes Sensitive Compartmented Information Facility debrief spaces, classrooms, auditorium, administrative spaces and required support spaces.  This project also includes pile foundation, sewer lift station, fire pump room, raised flooring system, exterior doors adequate to allow installation and maintenance of high bay trainer, secret internet protocol routing network, non-secure internet routing network, uninterrupted power supply, electronic security system and controlled access system.  Facility will meet Leadership in Energy and Environmental Design ratings and comply with Energy Policy Act of 2005 low impact development and anti-terrorism features are included in the construction of this project.  The task order also contains one planned modification, which, if exercised, would increase cumulative task order value to $12,582,054.  Work will be performed in Point Mugu, Calif., and is expected to be completed by September 2013.  Contract funds will not expire at the end of the current fiscal year.  Seven proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Bell Helicopter Textron, Inc., Hurst, Texas, was awarded June 29 a not-to-exceed $10,883,860 for delivery order 0007 under a previously awarded contract (N00383-09-D-003N) for repair coverage of 66 items required to support the UH-1Y and AH-1Z aircraft.  Work will be performed in Hurst, Texas, and is expected to be completed by June 29, 2013.  The applicable Navy Working Capital Funds will not expire by the end of the current fiscal year.  One company was solicited for the non-competitive requirement and one offer was received in response to the solicitation.  NAVSUP Weapon Systems Support, Philadelphia, Pa., is the contracting activity.

RMA Land Construction, Inc.*, Anaheim, Calif., was awarded June 29 $9,209,700 for firm-fixed-price task order 0013 under a previously awarded multiple award construction contract (N62473-09-D-1656) for the renovations of three two-story bachelors enlisted quarters (BEQ) at Naval Base Ventura County.  The work to be performed for the renovation will include the demolition and removal, from each BEQs structure and each mechanical area, all utilities, including but not limited to mechanical, plumbing, electrical, telecommunications, fire protection/sprinklers, smoke detection, exterior windows, all non-structural walls, doors/frames, ceilings, flooring finishes, insulation, roofing materials, downspouts and gutters and the exterior metal stair and second floor walkway.  The project will require the full design and construction of all systems including but not limited to new roof sheathing and metal standing seam roofing, downspouts and gutters, seismic upgrades, anti-terrorism force protection hardening as required, for 13 1+1E dwelling units, two one-bedroom dwelling units, and one Architectural Barriers Act compliant dwelling unit.  Work will be performed in Point Mugu, Calif., and is expected to be completed by July 2013.  Contract funds in the amount of $9,209,700 are obligated on this award and will expire at the end of the current fiscal year.  Seven proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Raytheon Co., El Segundo, Calif., was awarded June 29 a $9,136,539 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-10-G-0006) for the procurement of 38 Engineering Change Proposal (ECP)-04270510 IR Marker retrofit kits in support of the F/A-18 aircraft.  This effort will incorporate the ECP-04270510 IR Marker retrofit kits into the existing advanced targeting forward looking infrared pods and will include all activities associated with the retrofit production of the laser transmitter/receivers and laser electronic units.  Work will be performed in El Segundo, Calif. (80 percent), and McKinney, Texas (20 percent), and is expected to be completed in March 2014.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Noble Supply and Logistics, Rockland, Mass., is being awarded a $7,842,743 firm-fixed-price blanket purchase agreement (BPA) to stock, store, and issue common building supplies, construction materials, and hardware in support of Naval Facilities (NAVFAC) Hawaii’s mission.  The BPA includes four options years, which, if exercised, will bring the total contract value to $41,638,187.  Work will be performed at Hickam Air Force Base, Oahu, Hawaii, and is expected to be completed July 2013.  If all options are exercised, work will continue through July 1, 2017.  No funding will be obligated at award. Funding will be provided on a per order basis for the BPA.  The agreement was competitively procured on an unrestricted basis to 57 vendors, with four offers received.  NAVSUP Fleet Logistics Center Pearl Harbor, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N00604-12-A-3006).

AIR FORCE
