Methuen Construction Corp., Inc., Salem, N.H., was awarded June 29 a $19,499,782 firm-fixed-price contract for energy conservation and structural repairs to submarine enclosures at Portsmouth Naval Shipyard. The work to be performed provides for repair and modernization of the removable submarine covers, which are mission critical air conditioned structures that enclose submarines during maintenance and refueling/defueling availabilities in Dry Dock Two. Energy savings will be gained through repair of the 14 inoperable existing rooftop air conditioning units that currently prevent energy recovery of conditioned air, thereby heating and cooling spaces with 100-percent make-up air. Further savings will be gained by cladding submarine enclosure units with additional metal insulated panels, and refurbishing existing insulation and weatherization throughout. Work will be performed in Kittery, Maine, and is expected to be completed by May 2016. Allen Engineering Contractor, Inc.*, San Bernardino, Calif., was awarded June 29 $11,553,083 for firm-fixed-price task order 0004 under a previously awarded multiple award construction contract (N62473-09-D-1654) for the construction of an E-2D Aircrew Training Facility at Naval Base Ventura County. The work to be performed provides for full-design construction of a single-story operational training facility with a high bay area for the E-2D Advanced Hawkeye aircraft. The facility will house an Operational Flight Trainer Simulator, Weapon Systems Trainer and Combat Information Center simulator. The project includes Sensitive Compartmented Information Facility debrief spaces, classrooms, auditorium, administrative spaces and required support spaces. This project also includes pile foundation, sewer lift station, fire pump room, raised flooring system, exterior doors adequate to allow installation and maintenance of high bay trainer, secret internet protocol routing network, non-secure internet routing network, uninterrupted power supply, electronic security system and controlled access system. Facility will meet Leadership in Energy and Environmental Design ratings and comply with Energy Policy Act of 2005 low impact development and anti-terrorism features are included in the construction of this project. The task order also contains one planned modification, which, if exercised, would increase cumulative task order value to $12,582,054. Work will be performed in Point Mugu, Calif., and is expected to be completed by September 2013. Contract funds will not expire at the end of the current fiscal year. Bell Helicopter Textron, Inc., Hurst, Texas, was awarded June 29 a not-to-exceed $10,883,860 for delivery order 0007 under a previously awarded contract (N00383-09-D-003N) for repair coverage of 66 items required to support the UH-1Y and AH-1Z aircraft. RMA Land Construction, Inc.*, Anaheim, Calif., was awarded June 29 $9,209,700 for firm-fixed-price task order 0013 under a previously awarded multiple award construction contract (N62473-09-D-1656) for the renovations of three two-story bachelors enlisted quarters (BEQ) at Naval Base Ventura County. The work to be performed for the renovation will include the demolition and removal, from each BEQs structure and each mechanical area, all utilities, including but not limited to mechanical, plumbing, electrical, telecommunications, fire protection/sprinklers, smoke detection, exterior windows, all non-structural walls, doors/frames, ceilings, flooring finishes, insulation, roofing materials, downspouts and gutters and the exterior metal stair and second floor walkway. The project will require the full design and construction of all systems including but not limited to new roof sheathing and metal standing seam roofing, downspouts and gutters, seismic upgrades, anti-terrorism force protection hardening as required, for 13 1+1E dwelling units, two one-bedroom dwelling units, and one Architectural Barriers Act compliant dwelling unit. Work will be performed in Point Mugu, Calif., and is expected to be completed by July 2013. Raytheon Co., El Segundo, Calif., was awarded June 29 a $9,136,539 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-10-G-0006) for the procurement of 38 Engineering Change Proposal (ECP)-04270510 IR Marker retrofit kits in support of the F/A-18 aircraft. Noble Supply and Logistics, Rockland, Mass., is being awarded a $7,842,743 firm-fixed-price blanket purchase agreement (BPA) to stock, store, and issue common building supplies, construction materials, and hardware in support of Naval Facilities (NAVFAC) Hawaii’s mission. The BPA includes four options years, which, if exercised, will bring the total contract value to $41,638,187.
