Here’s Today’s Department of Defense Contract Awards

NAVY

BAE Systems Technology Solutions and Services Inc., Rockville, Md. (N65236-12-D-4139); Honeywell Technology Solutions Inc., Columbia, Md. (N65236-12-D-4140); L-3 Services Inc., dba C2S2, Mount Laurel, N.J. (N65236-12-D-4141); M.C. Dean Inc., Dulles, Va. (N65236-12-D-4142); ManTech International Corp., Lexington Park, Md. (N65236-12-D-4143); Science Applications International dba SAIC, Mc Lean, Va. (N65236-12-D-4144); and VT Milcom Inc., Virginia Beach, Va. (N65236-12-D-4145) are each being awarded a multiple award, indefinite-delivery/indefinite-quantity, performance based contract that utilizes fixed price task orders for the procurement of security engineering support services which support the operational requirements of high value Navy and other government activities where security is of high or vital interest located in the National Capitol Region.  The services required will include systems engineering, analysis, development, acquisition, integration, installation, testing, software development and maintenance, and integrated logistical support for Anti-Terrorism/Force Protection (AT/FP) Systems.  Each contractor will be awarded $3,571 at the time of award.  These contracts include options which, if exercised, would bring the cumulative value of these contracts to an estimated $224,900,000.  Work will be performed in Washington, D.C.  Work is expected to be completed by July 2013.  If all options are exercised, work could continue until July 2017.  Contract funds will not expire at the end of the current fiscal year.  The multiple award contracts were competitively procured by full and open competition via the Space and Naval Warfare Systems Center e-Commerce Central website and the Federal Business Opportunities website, with 11 offers received.  Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity. 

Colt Defense L.L.C., West Hartford, Conn., was awarded a $22,500,000 indefinite-delivery/indefinite-quantity contract July 18, 2012 for production, delivery and logistical support of the close quarter battle pistol.  Work will be performed in West Hartford, Conn., and is expected to be completed by July 2017.  No contract funds will expire by the end of the current fiscal year.  This contract was competitively procured using full and open competition with three offers received.  The Marine Corps System Command, Quantico, Va., is the contracting activity (M67854-12-D-1056). 

The Boeing Co., St Louis, Mo., is being awarded $10,929,207 for firm-fixed-price delivery order #0011 under a previously awarded performance based logistics contract (N00383-07-D-001J) for various quantities of new spare parts to support the AV-8 aircraft.  Work will be performed in St Louis, Mo., and is expected to be completed by December 2014.  The applicable Navy Working Capital Funds will not expire by the end of the current fiscal year.  This requirement was not competitively procured.  NAVSUP Weapon Systems Support, Philadelphia, Pa., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Mercury Air Centers dba Atlantic Aviation, Tulsa, Okla.*, was awarded contract SP0600-12-D-4529.  The award is a fixed price with economic price adjustment contract with a maximum $24,452,497 for fuel.  There are no other locations of performance.  Using services are Air Force.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  There were forty-two responses to the FedBizOPps proposal.  The date of performance completion is June 30, 2015.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va.

AIR FORCE

Stinger Ghaffarian Technologies Inc., (FA8771-12-D-0801) is being awarded a $23,000,000 indefinite delivery/indefinite quantity contract for the requirements analysis, design, development, testing, fielding, sustainment, and Tier 3 (developmental and operational) support for a library of web services to support the AF/A1 human resources information technology portfolio.  The location of the performance is unknown at this time.  Work is to be completed by July 15 2017.  The contracting activity is Randolph Air Force Base, Texas.

Millen Works, Tustin, Calif.; L-3 Services Inc., Reston, Va.; DRS Environmental Systems, Florence, Ky.; Battelle Memorial Institute, Columbus, Ohio; and South West Research Institute, San Antonio, Texas (FA9422-12-C-003) are being awarded a $12,000,000 firm-fixed price contract for the Secure Transportable Maintenance System for the Air Force Nuclear Weapons Center/Nuclear Capabilities Directorate (AFNWC/NC).  The location of the performance is Battelle Memorial Institute, Albuquerque, N.M.  Work is to be completed by Aug. 31, 2014.  AFNWC, Kirtland Air Force Base, N.M., is the contracting activity.
