Esteban Smith was killed by law enforcement early Sunday morning after allegedly killing one person and wounding five others.
Hours later, the body of his wife was found in a North Carolina motel room.
Germany has agreed to pay aging Jewish Holocaust survivors about $1 billion for health care and other aid in the coming years.
The money is earmarked for about 56,000 survivors in nearly 50 countries.
A spokeswoman for the Conference on Jewish Material Claims Against Germany said individual compensation would be based on need and circumstances.
The fund also provides Holocaust victims worldwide with food, medicine and transportation.
