Snowden is behind what’s described as one of the largest leaks in American intelligence history.
The former contractor at the National Security Agency spilled the beans about the U.S. program that collects telephone and Internet data on millions of Americans.
He is reportedly holed up in Hong Kong and looking for asylum.
The 29-year-old said he was driven to expose the secret surveillance program because it threatens individual freedoms.
The Obama administration is considering relocating Syrian refugees to the United States – just as government forces there appear to winning the two-year-old civil war.
Historically, California has accepted the most refugees, but Illinois, Florida, Pennsylvania, Maryland and Virginia are all top relocation destinations.
