Dear Mr. Rank:
It was nice to talk with you Wednesday. As we discussed, I am very concerned that peace negotiations have stopped . Our group’s goal is to serve as a bridge in peace negotiations to achieve true peace in Afghanistan.
I believe these peace negotiations have stalled because of interference by war profiteers ,who benefit from instability and the continuation of war and resistance. I know Mr. Barnett Rubin from the 1980s. I was alarmed by his presence in Afghanistan the 1980s, his role in the Bonn Conference in 2001 and now as Senior Adviser and his role in any peace talks. I know exactly what he is up to.
I believe that having him serve as Senior Adviser to Ambassador Dobbins is not beneficial for peace. Mr. Rubin like other war profiteers benefits from the continuation of the war and the division of the Pashtun, the super majority natives of Afghanistan.Based on my contacts and observations, I know Mr. Rubin is anti-Pashtun. However, I have seen that Pashtun are beginning to wake up and recognize the divide and conquer tactics and their marginalization in their homeland. I believe Pashtun are beginning to focus on reuniting and through lawful means beginning to focus on regaining their political presence at all levels and in all areas.
I strongly believe there will not be any true peace if Mr. Rubin continues to be involved in any peace negotiations. I think he is more concerned about helping his war profiteer friends, such as one small example Adib Farhadi, who is the former Director of the Interim Afghanistan National Development Strategy, who had an exorbitant salary, not to mention his informal salary from the CIA and other corrupt monies.
For years, I have known his family very well and how suddenly they had a lot of money. Instead of hiring consultants such as Mr. Rubin, I strongly believe that our government needs to investigate the corruption connected with these types of long term advisers/consultants and war profiteers. Too many long term consultants/advisers with personal and outside interests are controlling my government’s foreign policy and peace negotiations.
I strongly believe that Mr. Rubin has not done anything to help the super majority of Afghans these past thirty years, but rather he is just causing division and looking out for the interests of war profiteers . Afghanistan and the United States are in this mess because of ” so-called” advice of these long-term consultants, who are really looking out for their own interests and their war profiteer friends and associates. Ordinary Americans and Afghans are hurting because of this instability and war. I believe Mr. Rubin is one of the main road blocks to peace. My government needs to look into this corruption and road blocks to peace.
Good Department of State employees need to be involved in peace negotiations with the help of the United Nations and our group as the bridge.Long term consultants/advisers and war profiteers do not need to be involved.
