Every day thousands leave their homeland to come to the "land of the free and the home of the brave" so they could begin their American Dream.Now, in 2009 and in the past, we are faced with the Department of Veterans Affairs giving our VA Medical Centers and satellite facilities to the private enterprises of this Nation.

I am hereby asking that the Secretary of Veterans Affairs meet with OFFE. At which time we can spread the word for our members and our hundreds of thousand supporters to fly the American Flag in the honorable way.   GENE L. SIMES/PRESIDENT OFFE

Poor land-use policy of VA facilities land resources throughout this nation have manifest in what Veteran advocates across the nation call "LAND-GRAB".
Where most, if not all, VA facilities were planned and constructed to

provide for the "Sacred Trust" that President Obama has repeatedly stated, today’s facilities have been parceled off by official sharing agreements, leases and other forms of land-use policy that, ultimately, shove existing services onto post-stamp size sections of land and ill-effect the quality of the program. 

Institutions of higher learning, non-Veteran non-profits, for-profit and other entities have benefitted from this change in VA mindset and Veteran patients are the victims.  So-called efficiency programs like the "C.A.R.E.S." process contribute to this "feeding frenzy" for prime property and, quiet formally, continues to "steal" what precious little land remains for today’s and future generations of Veteran patients under a Veteran-excluded environment where, neither, all of the ailments, nor, all of the Veterans issues have been thoroughly addressed.  Readers remember, Plato said, "Only the dead have seen the end of war".

The best example of these land heists is at the "biggest and the busiest" facility, the "HOME", at VA, WLA, CA.  In this state with the largest Veteran population, the Greater Los Angeles Health Care facilities at VISION 22 are under siege.  Lavish private parties and $1,000 a plate fund raisers (not for Veteran patients) have been held.  Booze has flowed adjacent to long-standing Veteran rehab programs in a circus environment.  High end Golf tournaments park their cars on the lawns intended for quietude, a non-profit, England-based, organization pockets rents from a multi-dwelling apartment unit it built on "gift" land through a sweetheart deal for $1 a year.  The list is long.

These violations fly in the face of the Congressional Act of March 2, 1887, declaring this facility as a "HOME" for returning Veteran patients who were, "…ill, destitute and unable to provide themselves shelter".  In advocates minds and major VSO organizations, this means that the above described used must stop immediately.  This was followed by another legal document, the Grant Deed of March 3, 1888.

The most recent violation of "Land-grab" happened in Chicago where 85 acres were given to an institution of higher learning and there are more examples.

From this day, including the 4Th of July, Veteran advocates will call upon each other to begin to fly our colors UPSIDE DOWN, the military protocol for a DISTRESS CALL.  This was acknowledged at the recent California Department of American Legion by its commander after an outspoken Veteran advocate explained the reasoning for this.

Last Sunday, at a rally outside the WLA "HOME", that has been on-going for over a year (press coverage has been squashed there) the VA police told rallies to right the flags or take them down, this only led to this action and this press release.

The Veteran Revolution, We the Veterans, OFFE, Gathering of Eagles and other ad hoc Veteran advocate organizations have been joined by Veteran Service Organizations AMVETS, VFW, AMERICAN LEGION and GI forum in calling for a stop of this land-grab.  To date, there has been no reply or invitation to discuss the controversy.
