Federal State Unitary Enterprise “Rosoboronexport,” Moscow, Russia, was awarded on May 26 a $375,051,442 firm-fixed-price, foreign-sales contract.  The award will provide for the procurement of Mi-series rotorcraft; spare parts to sustain and maintain aircraft; and engineering and technical services to address required changes to the platform, airworthiness issues, and fielding changes.  Work will be performed in Russia, with an estimated completion date of March 28, 2016.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, AMCOM Contracting Center, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-11-C-0072).

Lockheed Martin Mission Systems & Sensors, Akron, Ohio, was awarded on May 27 an $184,289,000 firm-fixed-price contract.  The award will provide for the production and delivery of 29 fully-integrated dual sensor Persistent Threat Detection Systems (PTDS) with support equipment and site consumables; seven sets of tether-up kits; two sets of theater spares; 36 MX-20 lite sensor spares; and five sets of site spares for the initial five fully-integrated (PTDS).  Work will be performed in Akron, Ohio, with an estimated completion date of May 26, 2012.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W15P7T-11-C-S009).

Textron Marine & Land Systems, Slidell, La., was awarded on May 20 a $125,528,216 firm-fixed-price and cost-plus-fixed-fee contract.  The award will provide for the modification of an existing contract to procure 440 medium armored security vehicles and support for the Afghanistan National Army.  Work will be performed in Slidell, La., with an estimated completion date of Dec. 31, 2013.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-11-C-0114).

GM GDLS Defense Group LLP, Sterling Heights, Mich., was awarded on May 27 a $40,000,000 cost-plus-fixed-fee contract.  The award will provide for the modification of an existing contract to provide funding for Stryker double-V hull development and delivery of prototype vehicles.  Work will be performed in Sterling Heights, Mich., and London, Ontario, Canada, with an estimated completion date of July 30, 2012.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-07-D-M112).

Curtis Manes Schulte, Eldon, Mo., was awarded on May 27 a $10,639,273 firm-fixed-price contract.  The award will provide for the construction of the Dial Central Facility, including generators and concrete encased duct bank, located in Fort Leonard Wood, Mo.  Work will be performed in Fort Leonard Wood, Mo., with an estimated completion date of Nov. 2, 2012.  The bid was solicited through the Internet, with 16 bids received.  U.S. Army Corps of Engineers, Kansas City, Mo., is the contracting activity (W912DQ-11-C-4013).

H-S JV, LLC, Atlanta, Ga., was awarded on May 25 a $10,010,042 firm-fixed-price contract.  The award will provide for the construction of the 108th Air Defense Artillery complex dining facility at Fort Bragg, N.C.  Work will be performed in Fort Bragg, N.C., with an estimated completion date of Nov. 21, 2012.  Three bids were solicited, with two bids received.  U.S. Army Corps of Engineers, Savannah, Ga., is the contracting activity (W91236-10-D-0011).

Cummins Central Power, LLC, Rock Island, Ill., was awarded on May 27 a $9,100,200 firm-fixed-price contract.  The award will provide for the procurement of 200 generators for the Forward Repair System.  Work will be performed in Rock Island, Ill., with an estimated completion date of July 31, 2012.  One bid was solicited, with one bid received.  The U.S. Army Rock Island Arsenal Joint Manufacturing and Technology Center, Rock Island, Ill., is the contracting activity (W9098S-11-C-0009).

AIR FORCE

Northrop Grumman Information Systems, Herndon, Va., is being awarded a not-to-exceed $65,492,441 cost-plus-fixed-fee/firm-fixed-price contract for Mobility Air Forces (MAF) Dynamic Re-tasking Capability (DRC) systems. The MAF DRC system is comprised of a secure line of sight and beyond line of sight data-link; two display systems for the pilot and co-pilot; a processor/server for command and control of the radios and displays; Group A components; and existing host aircraft navigational system data, all of which work together to provide required operational performance.  Air Mobility Command requested 58 communication systems, which includes spares.  ESC/HNAK, Hanscom Air Force Base, Mass., is the contracting activity (FA8307-11-C-0010).

Tinker Support Services, Anchorage, Alaska, is being awarded a $8,154,980 firm-fixed-price contract for all labor, vehicles, fuel, personnel, equipment, tools, materials and supervision necessary to perform vehicle operations, maintenance and analysis, and manage the General Services Administration lease fleet as defined in the performance work statement and tenant support agreements, except those identified as government-furnished property and services.  OC-ALC/PKO, Tinker Air Force Base, Okla., is the contracting activity (FA8101-08-D-0006).

NAVY

Lockheed Martin, Mission Systems and Sensors, Moorestown, N.J., is being awarded a $58,940,452 cost-plus-fixed fee, cost-plus-fixed fee with performance incentives, and cost-plus-award fee modification to previously awarded contract (N00024-09-C-5103) to exercise options for fiscal 2011 Aegis platform systems engineering agent activities and Aegis modernization advanced capability build engineering.  Work will be performed in Moorestown, N.J., and is expected to be completed September 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

General Nucleonic, Pomona, Calif., is being awarded a $22,159,590 firm-fixed-price requirements contract for repair of components for the main rotor blade system for the H53 helicopter.  Work will be performed in Pomona, Calif., and is expected to be completed by June 2016.  Contract funds will not expire before the end of the current fiscal year.  This contract was not competitively procured.  The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-11-D-015F).

Naval Automation Group*, Norfolk, Va., is being awarded a $19,642,137 indefinite-delivery/indefinite-quantity contract for radar tank level indicators (TLI) and time domain reflectometry TLIs, which shall be used onboard naval ships to measure tank volumes for diesel fuel marine tanks; JP-5 aviation fuel tanks; potable and feed water tanks; ballast tanks; collection, holding and transfer tanks; and waste tanks.  Work will be performed in Norfolk, Va., and is expected to be completed by May 2016.  Contract funds in the amount of $674,858 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Naval Surface Warfare Center Carderock Division, Philadelphia, Pa., is the contracting activity (N65540-11-D-0007).

Integrity Consulting Engineering & Security Solutions, LLC*, Frederick, Md., is being awarded an indefinite-delivery/indefinite-quantity contract with a maximum amount of $17,409,439 for program management, technical, and integrated logistic services required to support the Naval Facilities Engineering Command Anti-terrorism Force Protection (ATFP) Ashore Program under the guidance and direction provided by Commander, Navy Installations Command.  The work to be performed provides for systems engineering and program management services for the ATFP program worldwide.  Services include, but are not limited to, providing recommendations for assessments of the ATFP effectiveness, standardization, regional systems solutions, engineering efficiencies, reduction in total ownership costs, reduction of manpower, enterprise network solutions, performance based logistics, configuration management, and recommended design and technical solutions based on commercial off-the-shelf technology.  Work will be performed in Washington, D.C., and at various locations worldwide, and is expected to be completed by June 2016.  Contract funds in the amount of $10,000 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with five proposals received.  The Naval Facilities Engineering Command, Specialty Center Acquisitions, Port Hueneme, Calif., is the contracting activity (N62583-11-D-0572).

Canadian Commercial Corp., General Dynamics Land Systems – Canada, Ontario, Canada, is being awarded a $10,762,053 firm-fixed-priced modification under contract M67854-07-D-5028.  The procurement is for 71 field service representatives, to conduct vehicle maintenance in Afghanistan.  Work will be performed in Afghanistan, and is expected to be completed Dec. 31, 2011.  Contract funds will expire at the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Photon Research Associates, San Diego, Calif., is being awarded a $9,451,514 cost-plus-fixed-fee contract for providing specialized technical systems analysis services in support of the Naval Air Warfare Center Weapons Division.  These services involve operations research support, physics analysis, test plans and procedures, test data collection analysis and test data review, test monitoring, real-time mission support, technical management support, technical reports and briefing preparations in support of test and evaluation and systems engineering activities related to Aegis Ballistic Missile Defense, as well as Theater High-Altitude Area Defense programs at various national test ranges as required.  Work will be performed in San Diego, Calif. (70 percent), and the Pacific Missile Range Facility, Barking Sands, Kauai, Hawaii (30 percent).  Work is expected to be completed in May 2013.  Contract funds in the amount of $401,000 will expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Navy ($8,033,787; 85 percent); and the government of Japan ($1,417,727; 15 percent) under the Foreign Military Sales program.  This contract was not competitively procured pursuant to FAR 6.302-2.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-11-C-0023).

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded an $8,730,182 firm-fixed-price modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-07-D-0004) to exercise an option for the fiscal 2011 VH-3D Executive Helicopter special progressive aircraft rework, including vendor repairables and component overhaul.  Work will be performed in Stratford, Conn., and is expected to be completed in April 2012.  Contract funds in the amount of $8,730,182 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $6,937,057 modification to a previously awarded firm-fixed-price contract (N00019-08-C-0027) for the procurement of T56-A-427A engine production and test cell certification, data reduction program, and T56-A-427A engine propulsion engineering production support required for the E-2D Advanced Hawkeye during the Lot 1 and Lot 2 low rate initial production.  Work will be performed at Indianapolis, Ind. (82.2 percent), and Bethpage, N.Y. (17.8 percent), and is expected to be completed in September 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center, Patuxent River, Md., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Government Sewing and Apparel, LLC*, Hope, Ark., was awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, total set-aside contract with a maximum $17,300,745 for dress uniform shirts and trousers.  There are no other locations of performance.  Using service is Coast Guard.  The date of performance completion is May 29, 2012.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM1C1-11-D-1052).

E.A. Industries, Inc.*, San Lorenzo, Puerto Rico, was awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, total set-aside contract with a maximum $7,245,585 for dress uniform shirts and trousers. There are no other locations of performance.  Using service is Coast Guard.  The date of performance completion is May 29, 2012.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM1C1-11-D-1053).

Avfuel Corp.*, Ann Arbor, Mich., was awarded a fixed-price with economic price adjustment contract with a maximum $7,100,956 for fuel.  Other location of performance is New Mexico.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  The date of performance completion is March 31, 2015.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-0131).

DEFENSE THREAT REDUCTION AGENCY

Defence Science and Technology Laboartory, Porton Down, Salisbury, United Kingdom, is being awarded a $12,020,623 cost-plus-fixed-fee research and development contract (HDTRA1-11-C-0039) for the Defense Threat Reduction Agency in support of the research and development enteprise.  Bids were solicited and two received.  The contracting activity is Defense Threat Reduction Agency, Fort Belvoir, Va.  Work will be performed at Porton Down, Salisbury, United Kingdom, and is expected to be completed May 2016.
