Here’s Today’s Department of Defense Contract Awards

AIR FORCE

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $835,000,000 firm-fixed-price, time-and-material and cost-plus-fixed-fee contract for a Foreign Military Sales Program which will provide the government of Iraq with the following: 18 F-16 C/D Block 52 Multi-Role Fighter Aircraft (12C models and 6 D models); support equipment; technical orders; integrated logistics support; and contractor logistics support.  The location of the performance is Fort Worth, Texas. Work is expected to be completed May 30, 2018.  ASC/WWMK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-12-C-6012).

Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $690,090,000 firm-fixed-price, fixed-price-incentive-firm, cost-plus-fixed-fee, cost-plus-incentive-firm, time-and-materials contract for the Laser Infrared Targeting and Navigating (LITENING) Targeting Pod System post-production support contract that will address supply requirements centered on hardware and software upgrades and associated host platform integration, initial spares, technical manual and technical orders, repair data, studies, spares recapitalization and support for the standup of organic depot repair requirements for the sustainment of the legacy LITENING pod fleet.  The location of the performance is Rolling Meadows, Ill.  Work is expected to be completed Sept. 18, 2018.  This was a sole-source acquisition.  Therefore, one proposal was received.  ASC/WNQK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-12-D-2137).

Lockheed Martin Space Systems Corp., Sunnyvale, Calif., is being awarded a $312,200,000 cost-plus-incentive-fee contract modification.  The contract action provides Advanced Extremely High Frequency (AEHF) satellite program engineering support from Dec. 1, 2011 to Dec. 31, 2014.Support is provided for on-orbit anomaly resolution and investigation, flight and payload software sustainment following the completion of on-orbit test; networked AEHF system tested tool sustainment; mission control segment software maintenance, and supported tasks including hardware, software, training, and logistics support, technical order maintenance, system security and information assurance engineering; coordination with the Milstar O&M contractor; satellite database updates for Milstar and AEHF; and on-site technical support for satellite operations at Schriever Air Force Base, Colo., and Vandenberg Air Force Base, Calif., as well as support for AEHF and Milstar combined constellation integration transition and test activities.The location of performance is Sunnyvale, Calif.SMC/PKJ, El Segundo, Calif., is the contracting activity (F04701-20-C-0002, P00454).

Andrews Space, Inc., Tukwila, Wash. (FA8650-12-D-3200; FA8650-12-D-3200-0001); Boeing Co., Huntington Beach, Calif. (FA8650-12-D-3201; FA8650-12-D-3201-0001); and Lockheed Martin Space Systems Corp., Littleton, Colo. (FA8650-12-D-3202; FA8650-12-3202-0001) are each being awarded a $250,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the Reusable Booster System Flight and Ground Experiments (RBS-FGE) Program to meet future space lift needs utilizing autonomous, reusable, rocket-powered first stage with an expendable upper stage stack, and vertical take-off and horizontal landing near the launch site. The RBS-FGE Program will conduct flight and ground experiments and demonstrations to address key Reusable Booster System technologies, processes and system attributes in the following areas:aeromechanics, configuration, and flight performance; structures and materials; flight controls and health management; flight systems and propulsion; and ground systems and operations. The locations of the performance are Tukwila, Wash., Huntington Beach, Calif., and Littleton, Colo. Work is expected to be completed Dec. 2, 2019. AFRL/PKVA, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Lockheed Martin Space Systems Corp., Sunnyvale, Calif., is being awarded a $167,172,500 firm-fixed-price and cost-plus-incentive-fee modification. The contract provides Space Vehicle (SV) 5/6 long lead (LL) made in preparation for the SV 5/6 production contract. This includes the basic LL parts for Lockheed Martin’s electronic boxes and core structure. It also includes Northrop Grumman payload LL parts. These parts have a 24-week lead time and will support the SV 5/6 production contract. The location of performance is Sunnyvale, Calif. SMC/PKJA, El Segundo, Calif., is the contracting activity (F04701-02-C-0002, P00528).

Lockheed Martin Corp., Sunnyvale, Calif., is being awarded a $92,231,439 cost-plus-award-fee contract to continue service under the MILSATCOM Orbital Operations and Logistics Support contract to support the operations and sustainment of Milstar and the Defense Satellite Communications System. The location of the performance is Sunnyvale, Calif. Work is expected to be completed Nov. 30, 2012. SMC/PKL, Peterson Air Force Base, Colo., is the contracting activity (FA8808-10-C-0002, P00029).

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a not-to-exceed $32,439,000 firm-fixed contract for a Foreign Military Sales Program that will provide the government of Morocco’s 24 F-16 aircraft that have the Advanced Countermeasures Electronic Systems Electronic Warfare Systems with updated date protection.The location of performance is Fort Worth, Texas. The Aeronautical Systems Center, Wright-Patterson Air Force Base, is the contracting activity (FA8615-08-C-6050, P00026).

Raytheon Co., Goleta, Calif., is being awarded a $7,157,774 firm-fixed-price, time-and-material contract for the Advanced Countermeasures Electronic System (ACES) Operational Flight Program and mission data generator/evaluation stations for Air Force Electronic Combat International Security Assistance Program labs. This award includes two benches, engineering support, spares, data, and an option for familiarization.The location of the performance is Goleta, Calif. Work is expected to be completed Sept. 30, 2013. This was a sole-source acquisition. Therefore, one proposal was received. WR-ALC/GRWKB, Robins Air Force Base, Ga., is the contracting activity (FA8540-12-C-0002).

DEFENSE LOGISTICS AGENCY

Planmeca USA, Inc. (OPX58)*, Roselle, Ill., was awarded a fixed-price with economic price adjustment contract with a maximum $43,593,040 for intra-oral x-ray sensor systems and accessories. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. There were 99 solicitations with 72 responses. Type of appropriation is fiscal 2012 Defense Working Capital Funds. The date of performance completion is Dec. 1, 2016. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2DH-12-D-8202).

Raytheon, Integrated Defense Systems, Andover, Mass., was awarded a firm-fixed-price, sole-source contract with a maximum $7,046,436 for Patriot Missile Program electronic components. There are no other locations of performance. Using service is Army. There was one solicitation with one response. Type of appropriation is fiscal 2012 Army Working Capital Funds. The date of performance completion is Feb. 28, 2014. The Defense Logistics Agency Huntsville, Redstone Arsenal, Ala., is the contracting activity (SPRRA2-12-D-0008).

U.S. TRANSPORTATION COMMAND

American Auto Logistics, L.P., Park Ridge, N.J., has been awarded a $23,500,000 delivery order modification in order to provide additional funding to Award Term Year 3 for transportation and storage services of privately owned vehicles. Work was performed at multiple locations in and outside the United States. Contract funds will not expire at the end of the current fiscal year. U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Ill., is the contracting activity (DAMT01-03-D-0184).

NAVY

BAE Systems Mayport, L.L.C., Jacksonville, Fla., is being awarded a $13,456,971 firm-fixed-price contract for repair work aboard the USS Samuel B. Roberts (FFG 58). This contract is for the USS Samuel B. Roberts (FFG 58) drydock selected restricted availability, including drydock and topside maintenance repair work.Extensive coordination is required for the drydock evolution, in addition to the numerous systems onboard to be repaired. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $16,248,342. Work will be performed in Jacksonville, Fla., and is expected to be completed by May 2012.Contract funds in the amount of $13,456.971 will expire at the end of the current fiscal year. This contract was competitively procured with three proposals solicited and two offers received via the Federal Business Opportunities website. The Southeast Regional Maintenance Center, Jacksonville, Fla., is the contracting activity (N40027-12-C-0007).
