U.S. SPECIAL OPERATIONS COMMAND

            Harris Corp., RF Communications Division, Rochester, N.Y., is being awarded a $400,000,000 single-award indefinite-delivery/indefinite-quantity contract for the Capital Equipment Replacement Program of the legacy multiband, inter/intra team radios and the AN/PSC-5D multi-band, multi-mission radio with the AN/PRC-152(V) 5/6, AN/PRC-152A(V)1/2, and AN/PRC-117G (V) 3(C) in support of U.S. Special Operations Command.   The anticipated period of performance is not to exceed five years.  The place of performance is multiple locations in and outside the United States. U.S. Special Operations Command, MacDill Air Force Base, Fla., is the contracting agency (H92222-12-D-0001).

AIR FORCE

            Quantech Services, Inc., Lexington, Maine (FA8721-07-D-0004 P00006); Odyssey Systems Consulting Group, Wakefield, Maine (FA8721-07-D-0005 P00006); Sumaria Systems, Inc., Danvers, Maine (FA8721-07-D-0006 P00005); Oasis Systems, L.L.C., Lexington, Maine (FA8721-07-D-0007 P00007); PE Systems, Inc. Fairfax, Va. (FA8721-07-D-0008 P00008); and BTAS, Inc., Beavercreek, Ohio (FA8721-07-D-0005 P00009) are being awarded an $85,500,000 indefinite-delivery/indefinite-quantity contract with time-and-material contract line item for the extension of services to provide professional acquisition support services advisory and assistance services to the Electronic Systems Center.  The location of the performance is Hanscom Air Force Base, Mass., and geographically separated units throughout the Air Force.  Work is to be completed by April 17, 2013.  ESC/CAA, Hanscom Air Force Base, Mass. is the contracting activity.

NAVY

            L-3 Services, Inc., Unidyne Division, Norfolk, Va., is being awarded a $39,488,032 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide submarine mechanical/electronic system engineering, analytical, logistics and technical support services for Command, Norfolk Ship Support Activity.  This contract contains one option, which, if exercised, will bring the contract value to $79,763,280.  Work will be performed in Norfolk, Va. (60 percent); Portsmouth, N.H. (5 percent); Kings Bay, Ga. (5 percent); Groton, Conn. (10 percent); Bremerton, Wash. (5 percent); San Diego, Calif. (5 percent); Pearl Harbor, Hawaii (5 percent); and Guam (5 percent).  Work is expected to be completed by April 15, 2013.  With the exercised option, the completion date will be April 15, 2014.  Applicable minimum guarantee Operations, Maintenance and Navy funds in the amount of $40,000 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was a full and open competitive procurement via Navy Electronic Commerce On-line and Federal Business Opportunities websites, with three offers received.  The Fleet Logistics Center Norfolk, Va., is the contracting activity (N00189-12-D-0014).  

            ViaSat, Carlsbad, Calif., is being awarded a $31,467,541 firm-fixed-price delivery order under a previously awarded contract (N00039-10-D-0032) for Multifunctional Information Distribution System Joint Tactical Radio Systems.  Work will be performed in Carlsbad, Calif. (47 percent); Melbourne, Fla. (15.8 percent); Gilbert, Ariz. (14.2 percent); and other sites in the United States (23 percent).  Work is expected to be completed by February 2014.  Contract funds will not expire at the end of the current fiscal year.  This contract is the result of a limited competition via the SPAWAR E-commerce website, with two solicited proposals and two offers received.  The synopsis was released via the Federal Business Opportunities website.  The Space and Naval Warfare Systems Command in San Diego, Calif., is the contracting activity.

            Northrop Grumman Systems Corp., St. Augustine, Fla., is being awarded a $26,989,991 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery requirements contract to provide life cycle support services for a total of 11 F-5 series aircraft per year for each year of the contract in support of the Commander, Naval Air Force Reserve, Norfolk, Va.  Life cycle support services include all levels of aircraft maintenance including depot level maintenance; emergency repair; aircraft modification; engineering; logistics; program management support; technical advisor services and associated materials and services as may be required to support the continued safe, reliable and available operation of the aircraft cited.  This contract contains one 12-month option, which, if exercised, will bring the contract value to $56,734,668.  Work will be performed predominantly in St. Augustine, Fla., but may include tasking in other designated areas as necessary to support tasking, and work is expected to be completed in April 2013.  With the exercised option, work will continue to April 2014.  Contract funds will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. C. 2304 (c)(1), as implemented by FAR 6.302-1.  The NAVSUP Fleet Logistics Center, Norfolk Contracting, Philadelphia Office is the contracting activity (N00189-12-D-Z014).

            Data Link Solutions, Cedar Rapids, Iowa, is being awarded a $25,766,055 firm-fixed-price delivery order under a previously awarded contract (N00039-10-D-0031) for Multifunctional Information Distribution System Joint Tactical Radio Systems.  Work will be performed in Wayne, N.J. (50 percent), and Cedar Rapids, Iowa (50 percent), and is expected to be completed by February 2014.  Contract funds will not expire at the end of the current fiscal year.  This contract is the result of a limited competition via the SPAWAR E-commerce website, with two solicited proposals and two offers received.  The synopsis was released via the Federal Business Opportunities website.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

            Huntington Ingalls Industries, Inc., Newport News, Va., is being awarded a $9,707,686 modification to previously awarded contract (N00024-10-C-2102) for engineering, technical, design, configuration management, integrated logistics support, database management support of new construction and conversion/special mission submersibles, and submarine support facilities.  Contract funds in the amount of $1,063,182 are obligated at time of award.  Work will be performed in Newport News, Va., and is expected to be completed September 2012.  Contract funds will not expire at the end of the current fiscal year.  Naval Sea Systems Command, Washington, D.C., is the contracting activity.
