Five Year Plan for Ending Homelessness for Veterans

VISN 10 has developed a Five Year Plan to end homelessness among Veterans that is centered on VHA’s six strategic pillars.  Each pillar is important to have in place for the plan to be successful.

 

  • Outreach and Education.
  • Treatment.
  • Housing and Supportive Services.
  • Homeless Prevention.
  • Improving Income and Benefits.
  • Community Partnerships.

VISN 10 has collaborative partnerships.  One partnership is Housing and Urban Development – Veterans Administration Supportive Housing (HUD-VASH). In this partnership, HUD provides select Public Housing Authorities (PHA) with Housing Choice vouchers for Homeless Veterans. VA provides case managers to provide supportive services to these Veterans before and after they are housed.

Each VISN 10 medical center has HUD-VASH case managers that work with their local PHA to have the vouchers issued to qualified homeless Veterans.  The case managers work with the Veteran to connect them with local property owners who will rent to Veterans.  Supportive services continue once the Veteran is housed for a period of time based on the Veteran’s individual treatment need.

VISN 10 has a total of 875 vouchers and has provided care thru this program since 2008.
