From November 30 – December 11, 2015 the United Nations will hold the COP21 or CMP 21 at Le Bourget in Paris, France This year 40,000 people are expected to attend. This will be the 21st year for the conference which began in 1992 with a conference United Nations Framework Convention on Climate Change (UNFCO) and the 11th session of the meeting of the parties of the 1997 Kyoto Protocol.
As there will be many journalists and other media personnel, I hope to attend as a journalist for VT to report on the proceedings and reactions of those in attendance.
According to Annick Girardin,minister of State Department for Development and Francopony the three words she chooses to describe the necessary actions are:
development- to get a new development model combat poverty and to preserve the planet, adaptability- because of cyclones, mounting oceans and floods, and energy because of pollution from fossil fuels and energy for the success of the COP21.
The goal of the conference is to create a legally binding agreement on climate change to limit the greenhouse gas emissions to 2 degrees C above the pre-industrial values.
The use of fuel fossils and industries have created temperatures which are too high.
In 1997 the Kyoto Protocol which reduced emissions by 5% was not passed by China, S. Korea and Mexico and almost did go into effect. In 2004, Russia passed the treaty in order to get into the World Trade Organization.
This conference will cost about 110 thousand euros, of which there are several sponsors including Air France, EDF, Engie, Renault-Nissan and BNP Paribas.
While the sessions of COP21 are going to be open only to accredited persons including accredited journalists, there will be new Climate Generations areas for both the general public and accredited persons for debates and discussions and also a gallery for professionals which will give an exhibition of the overview of solutions.
The conference will be led by French foreign minister Laurent Fabius. The minister of environment Ségolène Royale will be in attendance. Barack Obama and Chinese Prime Minister Wen Jiabao are not attending because of the chaos and conflicts in Copenhagen in 2009. Francois Hollande, the President of France will attend. High level minister of all the major countries in the world, having the power to sign an agreement will be present.
My concern is how the United Nations could succeed in enforcing an agreement if they were able to create one and what the agreement could be.
